What are the responsibilities and job description for the Cash Receiving Clerk position at Housing Authority of the City of Jefferson?
POSITION SUMMARY:
Responsible to the CHO for rent collection and occupant relations. The employee exercises some judgment and initiative in carrying out day-to-day responsibilities subject to established procedures, practices, and standards. Duties require basic accounting skills and the ability to maintain accounting records and prepare accurate and concise reports. Work involves considerable public contact and accepting apartment rental payments. Work assignments are received orally and in writing and are performed under the supervision of the Chief Housing Officer (CHO) who periodically reviews work through meetings, reports, and analysis of results obtained.
MAJOR DUTIES AND RESPONSIBILITIES:
1. Issue receipts for payments and post payments to resident accounts in a computer system.
2. Reconcile daily cash receipts and prepare deposits.
3. Posts late charges and penalties (posts utility data as needed).
4. Assists in the preparation and analysis of resident accounts, and verifies collection loss data.
5. Assists in maintaining and compiling statistical and other data required for various records, reports, and programs.
6. Prepare letters, delinquent rent notices, and other office forms and records.
7. Maintains and updates records pertaining to move-ins and move-outs.
8. Schedule and run Tenant Accounts Receivable reports on a monthly basis.
9. Uses tact and courtesy, answers all incoming calls, and screens them for proper handling.
10. Must be able to retain a general working knowledge of all housing programs including conventional low rent housing.
11. Performs other reasonably related duties as assigned by the CHO or requested by other management as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1. Must have an accounting and clerical aptitude, good judgment, tact, and courtesy.
2. Ability to count cash and count back change, without the aid, of a calculation device.
3. Knowledge of record maintenance.
4. Skill in the use of: computers, calculators, copiers, fax, and other common office machines.
5. Ability to make routine decisions in accordance with administrative rules, regulations, and policies, and to explain rules and procedures to applicants in an objective, impartial, and sensitive manner.
6. Ability to understand and follow complex oral and written instructions.
7. Ability to maintain complex accounting records and prepare accurate reports from varied accounting and/or statistical information.
8. Ability to establish and maintain effective working relationships with other employees, superiors, and the general public.
EDUCATION AND EXPERIENCE:
1. Graduation from a standard high school, preferably including courses in business practices.
2. Experience in accounting, including public contact work or any equivalent combination of training and experience to meet the required knowledge, skills, and abilities.
3. Experience in the handling and accounting of money.
4. Experience operating a computer through a standard keyboard and the use of a database and/or spreadsheet software.
SPECIAL REQUIREMENTS:
1. Must be bondable.
2. Must have a valid State of Missouri vehicle operator's license.

1. Must be physically able to operate a variety of automated office machines including computers, copiers, printers, fax machines, multiline telephones, etc.
2. Must be able to work, move, or carry objects or materials such as files, computer printouts, boxes of computer paper, reports, calculators, pencils, legal pads, etc.
