What are the responsibilities and job description for the Human Resources Analyst I position at Housing Authority of the City of Los Angeles?

Nature of Work: Under general supervision, perform professional personnel analyses and services; and perform related duties as required.

Typical Duties:
  • Communicates with departments regarding recruitment, promotions, transfers, reinstatements, testing requirements, classification review procedures, benefits, grievance procedures, and other human resources related matters;
  • Assists in constructing and administering examinations such as written and performance tests, assessments centers, training and experience evaluations, and oral board interviews;
  • Reviews employment applications for acceptability and minimum qualifications; arranges for testing as required;
  • Compiles certification lists of eligible candidates for open positions; provides vocational counseling to prospective and current Housing Authority employees;
  • Composes memoranda, reports, recruitment bulletins and advertising material;
  • Performs job evaluation and classification studies;
  • Writes job classifications;
  • Performs salary comparisons with other area employers and recommend appropriate pay levels;
  • Conducts special studies and surveys;
  • May supervise support staff;
  • Prepares and maintains a variety of files, records and reports related to various human resources activities;
  • Assists in developing and presenting training programs;
  • Participates with a variety of HACLA committees, study groups and task forces;
  • Attends a variety of meetings including staff meetings as required;
  • Maintains position control and classification logs;
  • Processes new employee benefit enrollments;
  • Acts as liaison in resolving unemployment insurance, disability, dental, health insurance and other related claims.
Knowledge, Skills & Abilities:  Knowledge of the organization and operations of public section organizations; principles and practices of human resources administration including current theories and practices of organizational effectiveness and management; standard office automation software applications.
 
Ability to work in any assigned area of human resources administration; analytic ability; planning ability; ability to speak and write effectively; establish and maintain effective working relationships.
 
Skill in the operation of personal computers and various standard office automation software applications.
 
Minimum Qualifications:  Any combination of training, education and experience equivalent to: Bachelor’s degree in public administration; business administration, social or behavioral science or other closely related field and some related human resources experience.APPLICATION PROCESS:

Candidates will start at Step One of an Eight Step Salary Range unless there are special exceptions in accordance with agency Personnel Rules.
