What are the responsibilities and job description for the Section 8 Inspector Trainee position at Housing Authority of the Town of Laurinburg?
Under supervision of the Section 8 Program Director, performs physical on-site inspections of all Section 8 housing units and rent comparability data collection. Work involves conducting initial and periodic inspections to determine compliance with Housing Quality Standards (HQS), and conducting reinspections when necessary. Performance of the duties requires thorough knowledge of building codes and HQS regulations.

Conducting Inspections
Schedules and conducts housing inspections and determines compliance; performs initial, annual, special, and follow-up inspections of units. Prepares and ensures inspection documents are completed, recorded and filed. Ensures all units are inspected in accordance with requirements established by HUD including frequency of inspection.
Identifies property and uses computer directions or other maps to locate subject properties including
GPS system.
Arrange inspections by priority and contacts owners and residents to schedule appointments.
Upload third party inspections of Tax Credit Properties.
Sends correspondence to owners and tenants regarding inspection results and required actions.
Advises owners and managers on how to correct deficiencies to meet Housing Quality Standards and negotiates compliance date. Monitors progress.
Records and Compliance
Performs Rent Reasonable Analysis on all initial inspections and prior to rent increases using a third party Rent Comparability Study. Ensure documentation of subject unit includes pictures.
Evaluates corrections of any Housing Quality Standard deficiency and recommends stop or start payment orders to the Director of Section 8.
Maintains various logs as required including vehicle mileage, phone, etc.
Uses computer systems and handheld computer to perform and document inspections. Inputs data and is responsible for proper data submission of inspection to HUD’s on-line system.
Customer Relations
Develops and maintains rapport with owners and managers; explains program as needed.
Counsel participants and landlords concerning HQS.
Maintains controls and information systems for effective program monitoring.
Establishes and maintains liaison with other agencies to facilitate detection and elimination of
fraud and program abuse.
Other duties
Assists Section 8 Department with HCV Application and Orientations as needed.
Required Knowledge and Abilities
1. Knowledge of the general operations and procedures of the Section 8 program.
2. Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners.
3. Knowledge of the local, state, and federal laws governing public and other subsidized housing programs including health and fire regulations, landlord/tenant regulations, leasing of property and evictions.
4. Knowledge of methods and materials used in the building trade fields.
5. Knowledge of building and housing codes used in the Housing Authority inspections program.
6. Knowledge of building maintenance problems.
7. Knowledge of assisted housing activities and operations at the federal, state, and local levels in both the public and private sectors.
8. Knowledge of report preparation techniques and procedures and a demonstrated ability to prepare and evaluate professional and technical reports, and other documents.
9. Knowledge of modern office equipment including copiers, personal computers, calculators, facsimile machines, etc.
10. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD.
11. Ability to prepare and present ideas in a clear and concise manner, both orally and in writing.
12. Ability to initiate work projects and work independently.
13. Ability to use handheld computer equipment to record information gathered during inspections.
14. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
15. Ability to work in less than ideal conditions. Requires field work in all types of weather conditions and traveling to inspection locations alone.
