Single Family Housing Accountant will provide support to the Single Family Department and the Finance Department (as requested). Works directly with the Self-Help Building Group Members (BGMs) providing technical assistance in accounting for their labor and material expenditures. This position will serve as the financial liaison between the BGMs and the lender, USDA Rural Development, and vendors/sub-contractors. Support the Single Family Program Manager in loan servicing of Housing Kitsap’s loan portfolio including both Rehabilitation and Down Payment Assistance loans. Support the Single Family Housing Director in tracking costs for the Development Projects. Support the Finance Department with assigned projects.

This position performs assigned accounting functions of the Housing Authority and provides accounting information supporting the management resource control and decision-making process.

Schedule: Monday - Friday 8:00am- 4:30pm, ALL Federal holidays off and paid.

Pay: $63,710 to $65,624 per year

  • Primary Responsibilities
    ? Processes BGMs accounts receivable; establish and maintain financial ledgers, prepare, and send funds requests (draws), and journal entry. Works closely with property/project team to help reconcile BGMs accounts/ledgers and prepare for RD draw requests.
    ? Reviews entries daily, reconcile coding and solving any discrepancies as necessary in a timely manner.
    ? Reviews, processes, and posts accounts payable data entries to include BGMs group coding, group splits and discounts, grant expenses and HK development entries for job costing, using Housing Kitsap procurement policies where needed.
    ? Processes deposit checks and family reimbursements within a scheduled deadline.
    ? Processes monthly payments, credit account payments.
    ? Supply data as needed for budget prep; maintain matrix data, inform supervisors of overages in budget, and forecast.
    ? Prepare and distribute reports to team members of the property/project including budget to actual, forecasting, comparisons, and ledger statements. Monitor and report on unrestricted tools as needed.
    ? Prepare monthly bookkeeping packages for all BGMs to include draw checks, ledgers, accounts payable report, budget to actual and invoice copies. Meet with BGM’s go over documents.
    ? Participates in preparing and auditing materials requiring analysis of supporting documents and budgets and ensures that all entries are entered into the system property.
    ? Provides support by receiving, reviewing, and verifying financial documents and reports for accuracy and adherence to legal mandates, policies, and operational guidelines.
    ? Posts and maintains various ledgers, vouchers, and journals according to established account classifications related to both the BGMs in the Self-Help program and assigned Housing Kitsap programs.
    ? Prepare reports on the status of accounts receivable/payable including loan servicing, development projects, and BGMs spending reports.
    ? Audit and review financial documents for accuracy and completeness; prepares basic monthly journal entries; performs bookkeeping work such as posting to ledgers, journals, and registers; coding documents.
    ? Responds to requests for information and questions relating to accounts receivable/payable, reporting, and general information from vendors, clients, and representatives of the Self-Help program; research account histories and other information and takes or recommends appropriate follow-up action to clients and/or other departments/agency staff including BMGs AP training and support.
    ? Assist in the preparation of a variety of reports including those required by Federal and State agencies; prepares mathematical calculations and verifies computations, which can include an accounting of income and expenses to Supervisors, BGMs and lender. Prepares HTF reports for WBARS submittal.
    ? Provides support by researching and resolving difficult problems, independently through multiple records; takes initiative in anticipating or identifying problems or errors and follows up to resolve. Forecasts impact of potential actions/decisions.
    ? Prepares or assists in the preparation of various reports where initiative is required to make modification of format and procedure to bring the structure and content of documents into agreement/balance.
    ? Reconciles general ledgers, logs, and other fiscal records; reviews data to locate and determine cause of variances between accounting reports/statements and coordinates resolution.
    ? Works as part of the project team including, but not limited to directors, managers, and supervisors to ensure the seamless exchange of information of accurate financial information.
    ? Annual loan servicing to track loan portfolio for maturity dates, primary residence and identify outstanding loans and potential write off/collections.

MINIMUM QUALIFICATIONS
• Education: High School diploma or GED.
• Experience: Two years of accounting/bookkeeping experience required.
• Excellent computer skills in a Microsoft Windows environment. Must include Word, Excel, and demonstrated skills in database management and record keeping.
• Effective oral and written communication.
• Excellent interpersonal and coaching skills.

PREFERRED QUALIFICATIONS:
• Two years of additional education through a vocational technical school or college with required financial record keeping, accounting and general business practices.
• Specialized training not required but desired.
