EMPLOYMENT STANDARDSEducation and Experience
- Bachelor’s degree from an accredited college in Business Administration or Human Resources or related field
- Five years of progressively responsible experience in Human Resource Management or labor relations
- A combination of education and experience in public administration and/or labor relations with seven years of progressively responsible experience as a Human Resource Officer
- A Master’s degree in public administration, business administration, labor relations
- Detailed working knowledge of labor and employment law
- Three (3) years of progressively responsible experience in an HR management role
To perform the job successfully, an individual should demonstrate the following competencies to perform essential functions of this position:

- Principles and practices of Human Resources
- Training program design and presentation
- Employee development and growth
- State of Minnesota and federal labor laws and regulations including MNOSHA
- Strong business acumen, with experience in assessing organizational level technology needs and develop short-term strategies and long-range plans to meet the County’s personnel needs
- Sound budget development and oversight, including effectuating financial strategies to meet County staffing goals
- Ability to analyze and synthesize complex or diverse information and skillfully identify solutions in a timely manner resulting in a resolution
- Strong interpersonal skills – effective professional verbal and written communications can speak persuasively in positive or negative situations, demonstrated group presentation skills Leadership – the individual respects, compliments, encourages, inspires and motivates others to perform well, accepts feedback from others
- Ability to train and foster the professional development of others including identifying skill gaps in others and recommending training
- Ability to work independently, accepting responsibility and accounting for his/her actions skilled in planning, organizing and working as a team member, accomplishing County goals in a timely and effective manner
