POSITION PURPOSE
Reporting to the County Administrator, the Human Resources Officer provides leadership through the management of a comprehensive human resources office, including talent acquisition, retention, performance management, supervisor coaching, counseling, classification, compensation, and salary administration, regulatory compliance and employee training, labor and employee relations, and human resource information systems and records management.  Provides leadership by articulating HR needs to the Administrator.

DISTINGUISHING CHARACTERISTICS
A professional position responsible for ensuring compliance with state and federal labor and employment laws, workplace safety regulations, and County personnel policies and procedures. The Human Resources Officer exercises independent judgment in establishing department direction and providing supervisors and department heads with guidance regarding FMLA, ADA, EEO, MN Government Data Practices, and collective bargaining agreements.

ESSENTIAL DUTIES                                                                                              %  of Time

HR Management 

  • Develop future-driven strategies to proactively address county staffing and HR challenges
  • Consult with and advise the Board of Commissioners, County Administrator, department heads, and elected officials regarding County policies and personnel issues such as employee recruitment and supervision, management practices, compensation, labor relations and grievance responses and adjustments, and performance management
  • Develops and maintains position descriptions and maintains the classification system 
  • Perform duties of the County compliance officer for all areas of state and federal law relating to employment and labor management  employment and labor law including but not limited to the FLSA, FMLA, ADA, EEO, Workers Compensation, Pay Equity and MNOSHA 
  • HR related policy development and continual policy updating as necessary 
  • Investigate employee or departmental concerns and recommend corrective action 
  • Coaches, mentors, and guides directors and supervisors in addressing performance matters, and their provision of staff coaching and discipline, ensuring equity across the County divisions
  • Provide staff development and training programs for Houston County employees
  • Lead labor negotiations and provide advisories to resolve contract disputes
  • Hear, respond to, and adjust union grievances
  • Work closely with MCIT and oversee insurance claims including:  liability, property, and workers compensation
  • Perform duties of the County Safety Officer
  • Develop/maintain County Safety program:
    • Liaison to MNOSHA 
    • Oversee ergonomics
    • Address labor safety concerns
  • Review and sign-off on bi-weekly payroll change reports
  • Personnel:
    • Analyze staffing needs and make staffing level recommendations to the County Administrator

    • Establish/maintain Personnel budget

    • Provide general work direction to Personnel staff  

    • Coordinate departmental/program orientation for and mentoring to new staff   

    • Analyze training needs, identify and arrange for relevant professional development

EMPLOYMENT STANDARDS
Education and Experience
  • Bachelor’s degree from an accredited college in Business Administration or Human Resources or related field 
  • Five years of progressively responsible experience in Human Resource Management or labor relations 
-OR-
  • A combination of education and experience in public administration and/or labor relations with seven years of progressively responsible experience as a Human Resource Officer 
Preferred Criteria/Experience
  • A Master’s degree in public administration, business administration, labor relations 
  • Detailed working knowledge of labor and employment law
  • Three (3) years of progressively responsible experience in an HR management role

  • Strong business acumen, with experience in assessing organizational level technology needs and develop short-term strategies and long-range plans to meet the County’s personnel needs
  • Sound budget development and oversight, including effectuating financial strategies to meet County staffing goals
  • Ability to analyze and synthesize complex or diverse information and skillfully identify solutions in a timely manner resulting in a resolution
