JOB SUMMARY
Coordinates JROTC (Junior Reserve Officers Training Corps) department / program activities for all JROTC service branch programs to support effective coordination and collaboration. Provides support to the JROTC (Junior Reserve Officers Training Corps) department and all JROTC service branch programs by collecting information, communicating with stakeholders, and gathering customer feedback on the impact of the JROTC department work. Executes special projects that have significant operational or organizational impact. Supports administrative staff.
MAJOR DUTIES & RESPONSIBILITIES
1. Directly manages, collaborates, and provides day-to-day leadership to 50-65 all JROTC instructor team members and staff on various technical and professional issues involving JROTC program applications, activities, and HISD policy and procedures.
2. Oversees, manages, and updates strategic, operational, and administrative records, including memoranda, documentation, and training documents concerning instructor certification, professional development, hiring, termination, awards, or adverse action for all HISD (Houston Independent School District) JROTC assigned instructors.
3. Regularly consults and engages JROTC instructors through frequent school visits to evaluate and monitor the programmatic and operational efficiency of HISD’s JROTC programs and skillfully makes any necessary adjustments for improvement.
4. Manager of multiple JROTC and advanced training programs ensuring a smooth organization and execution of all events / activities. This includes, but is not limited to, arranging local and out-of-district drill meets and competitions, overseeing the Outstanding Cadet Board, coordinating awards ceremonies, organizing the Finial Final Review and facilitating professional development for instructors and cadets
5. Primary point of contact for JROTC initiatives and functions, responsible for handling all matters related to curriculum, technology, policy, and extra-curricular activities.
6. Develops the agenda, coordinates activities, and chairs the district's 50-65 JROTC instructors in meetings, including planning, coordinating, facilitating, and managing follow-ups from JROTC departmental conferences.
7. Manages reporting processes and procedures for preparing and transmitting the personnel records of all military hire, transfer, assignment, retirement, resignation, and termination memorandums for instructors to the school district and military service authorities.
8. Organizer, coordinator, and camp Command Sergeant Major for the JROTC Cadet Leadership Challenge (JCLC) summer training.
9. Conducts semiannual school visits to evaluate JROTC instructor teaching and integrated curriculum activities and assists instructors in developing the skills required to become master instructors.
10. Implements JROTC accreditation and assist visits to gather data and information to support the continuous improvement of instructor teaching and cadet learning within the JROTC programs.
11. Develops weekly, monthly, and yearly activity calendars for the JROTC program based on organizational goals, operating procedures, objectives, strategic annual plans.
12. Integrates risk management concepts and strategies to safeguard and minimize loss by utilizing risk management worksheets in all JROTC activities.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
13. Supervises, manages, and upholds all necessary forms of the Weight Control Program, following all service-related policies and procedures.
14. Serve as a curriculum writer and liaison for new instruction integration for the department of the Army and all HISD JROTC programs, coordinating with other service branches as necessary.
15. Responsible for directly coordinating with the assigned service headquarters for all administrative actions related to instructor management, professional development, distance learning, and managing prospective instructor candidates or newly hired instructors.
16. Consolidates and maintains accurate, well-organized instructor records and ensures that documents are updated and modified per the district's standards and military regulatory laws.
17. Processes and reconciles official instructor travel in the Defense Travel System IAW United States Army Cadet Command policy for all assigned instructors.
18. Executes special projects of high priority and may represent the JROTC program / department in dealings with government, funding, national, and public agencies.
19. Resolves issues and concerns elevated to or on behalf of all JROTC instructors and the Houston Independent School District (HISD).
20. Advises the HISD Director 1, JROTC as part of a committee to recruit, interview, and select the best talent for Senior Army Instructor, Army Instructor (AI) and Military Property Specialist candidates and when making AI assignments to specific schools and transfers.
21. Formulates JROTC instructor recruiting strategies for vacant HISD JROTC positions.
22. Assists the director in accurately calculating salaries and facilitating instructor pay adjustments.
23. May assume the duties and responsibilities of the Director of Military Instruction in their absence.
EDUCATION
Bachelor’s degree

WORK EXPERIENCE
Must be an Army retired E-9 Command Sergeants Major (CSM) or Sergeants Major (SGM). At least 4 years of classroom instruction or comparable work in a large urban school district. Attend and have successfully completed the United States Army Cadet Command JROTC basic and advance courses. Must maintain all qualifications and eligibility requirements as a JROTC instructor as prescribed in military regulations, policies, and guidelines. Must be able to perform duties as a substitute JROTC instructor when required. Possess human resources, managerial, counseling, and instructional leadership skills. Be knowledgeable of military protocol, administration, operations, and training procedures. Skills in computer programming, scheduling, planning, organizing, reporting, and directing others. In-depth knowledge of military and civilian administration, pay procedures, regulations, and counseling techniques. Computer and applicable software proficiencies. Managerial, liaison, and instructional proficiency.
