JOB SUMMARY
Under direct supervision, analyzes, implements, and generates actions related to discipline / termination of contract employees, discipline / termination of non-contract employees, hearings and appeals, grievances, assistance to HISD legal counsel, and development of HISD policy. This position will train and advise principals and work locations supervisors at all levels in the processing of employment issues.
MAJOR DUTIES & RESPONSIBILITIES
- Analyzes, files, and prepares closed session board agenda for contract employee actions. Composes disciplinary action letters for the Superintendent of Schools and administers discipline letters to the employee and appropriate administrative staff.
- Conducts investigations of alleged employee misconduct by planning, scheduling and conducting interviews with complainants, witnesses, alleged perpetrators, and other involved parties.
- Reviews and analyzes all interviews, documents, and evidence as they pertain to the allegations, and renders findings supported by the evidence and facts of the investigation.
- Provides assistance with testing impropriety investigations and submits completed investigation reports, with supporting documents, to the appropriate personnel.
- Develops official investigative reports based on relevant documents, evidence collected, and interviews. Reviews official reports for grammar, clarity, conciseness, and structure, and submits final reports to the appropriate administrative personnel.
- Serves as a District Liaison and assists, cooperates, and exchanges information with the district police department, the city police department, other law enforcement agencies, risk management, children’s protective services (CPS), and the county children’s assessment center while conducting investigations involving students and school district personnel. Provides daily assistance to CPS, law enforcement, and prosecutors in locating child victims, witnesses, and perpetrators to criminal complainants.

EDUCATION
Bachelor’s Degree in human resources, education, business administration, organizational leadership, or other closely related field from an accredited college or university required.

3 to 5 years

LEADERSHIP RESPONSIBILITIES
No supervisory responsibilities. May provide occasional work guidance, technical advice and training to staff.
WORK COMPLEXITY / INDEPENDENT JUDGMENT
Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.
BUDGET AUTHORITY
No budget development activity is required.
PROBLEM SOLVING
Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, to improve existing methods / procedures / services, and generate new ideas. May also review decisions made by other individuals on more routine matters.
IMPACT OF DECISIONS
Decisions have minor, small, and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.
