PEOPLE ESSENTIAL FUNCTIONS
- Builds and maintains professional relationships with members of federal, state, and local government entities, agencies, elected officials, and staff to advance HM's goals.
- Serves as a resource for regulatory information and guidance. Assists in providing education for department staff and others on regulatory HHS and CMS policy.
- Collaborates with healthcare and industry advocates to build areas of common interest and take leadership roles within industry committees, as appropriate.
- Conducts self in a manner that is congruent with diversity, equity, and inclusion principles. Contributes towards improvement of department scores for employee engagement, i.e. peer-to-peer accountability.
- Aids in the development of federal legislative and regulatory policy to benefit HM patients and operations. Drafts talking points on issues assigned by supervisor.
- Tracks and understands state and federal healthcare policy, drafts comments, and works with associations to submit comments to agencies.
- Working through state and national associations and coalitions, lobbyists, and others, researches and tracks political, legislative, government and regulatory activities that could affect delivery of care and/or operation.
- Assists management with strategic planning for known and potential regulatory activities related to healthcare.
- Introduces legislative and public policy changes that will support Houston Methodist's delivery of care and/or its operations.
- Consistently exercises independent judgment and discretion in matters of significance.
- Tracks lobbying expenditures for state and federal requirements. Processes department invoices.
- Works with entities to evaluate the impact, establish the priorities and develop responses to legislation and regulatory matters.
- Utilizes resources with cost effectiveness and value creation in mind. Self-motivated to independently manage time effectively and prioritize daily tasks, assisting coworkers as needed.
- Manages health care associations and industry committees and seeks leadership role opportunities within industry committees, as appropriate.
- Seeks opportunities to identify self-development needs and takes appropriate action. Ensures own career discussions occur with appropriate management. Completes and updates the My Development Plan on an on-going basis.
Qualifications
EDUCATION
- Bachelor's degree in health or public policy, political science, healthcare, finance, or related field
- Three years' experience as a legislative assistant for an elected official, with experiences working on policy for a federal agency or a private organization, such as a lobbying firm, Congressional Budget Office, or healthcare association, etc..
- Federal experience preferred

- Demonstrates the skills and competencies necessary to safely perform the assigned job, determined through on-going skills, competency assessments, and performance evaluations
- Sufficient proficiency in speaking, reading, and writing the English language necessary to perform the essential functions of this job, especially with regard to activities impacting patient or employee safety or security
