ESSENTIAL DUTIES AND RESPONSIBILITIES

Fiscal/Budgetary Duties: - Analyzes difficult budget requests and related program and operational proposals of agencies subject to the County Council's appropriation authority. Meets with the County Council, County officials, and representatives of agencies subject to the Council's appropriation authority. May be required to present findings and recommendations to the County Council and other elected and appointed officials and attend meetings of the County Council and respond to Council inquiries.
- Analyzes the fiscal and operational impact of proposed legislation and assists in presenting findings and recommendations to the County Council.
- Acts as liaison with Federal, state, and other counties' representatives.
- Researches financial and budgetary issues in County, State or Federal policy and law; provides written memorandums or reports on fiscal and budget research to Administrator and Council; coordinates development of fiscal and budgetary matters with Council Members, County agencies, and the Office of Law; provides for communication with external organizations and constituencies in development of fiscal analyses, as directed.
- Analyzes fiscal and budget implications and questions related to legislative proposals
- Tracks State and Federal legislation as requested; may prepare testimony or presentations related to County, State, or Federal legislation.
- Supports Council and Administrator in the development of fiscal and budgetary analyses and fiscal research requests; reviews fiscal and budgetary analyses drafts as requested.
- Reviews proposed legislation and conducts background research to assist in analyzing the related fiscal and operational impact.
- Documents fiscal impact analysis according to procedural guidelines and presents analysis to Council office management for final review and approval.
- Identifies trends, policies, model programs, and issues pertinent to Council interests; researches and analyzes fiscal and budgetary policy issues as assigned; develops options for policy initiatives; provides staff support for policy studies by Council and Council appointed bodies as assigned; monitors and reports on the impact of state and Federal policy on local government operations and policy.
- Recommends resources to improve office research functions; maintains records and resources on fiscal and budgetary issues and programs; and recommends improvements in office processes, including research and recommendations for the development of the Council budget.
- Conducts an analysis of assigned sections of the capital and operating budgets as they pertain to policy; summarizes policy implications of budget proposals; advises Council of budget recommendations and issues identified by organizations receiving County funds or impacted by County funds.
- Analyzes capital and operating budget requests and related program and operational proposals of agencies subject to the County Council's appropriation authority.
- Evaluates effectiveness and costs of County operations and prepares relevant points of interest for County Council consideration in approving the budget.
- Assists in presenting relevant points of interest to the County Administrator and responds to queries as appropriate.
- Supports and assists Administrator in all functions as directed.
- Provides technical support, advice, and information supportive of Council Members' responses to constituent concerns.
- Provides staff support for ongoing Council involvement in ongoing County financial processes, such as review of the Operating and Capital budgets, as needed.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES
- Juris Doctor or a Master's Degree in a related field.
- Knowledge of the legislative process. Knowledge of intergovernmental roles and relationships. Knowledge of governmental budgeting and fiscal impacts.
- Knowledge of County government operations, organization, and responsibilities.
- Extensive knowledge of the organization, functions, programs, and general, financial, and administrative policies and procedures of County government and other agencies subject to the Council's appropriation authority.
- Thorough knowledge of the applications of computer technology to the financial and budgetary review processes of County government.
- Mastery of Excel spreadsheets.
- Thorough ability to listen and communicate effectively, orally and in writing.
- Thorough ability to analyze complex legislation.
- Thorough ability to establish and maintain effective work relations with colleagues, County officials, and the public.
