Performs professional planning work and supervises the daily operations of the Division of Water and Sewer Billing in the Department of Finance. Assignments require evaluative thinking and are carried out in accordance with Howard County Code and policies and procedures. The work includes responsible contacts with workers in other departments, other governmental agencies, and the public.

CLASS DESCRIPTION:
Performs mid-management and advanced level financial, auditing or budgeting work under general supervision from an administrative or technical superior. Work may include planning, organizing, and supervising the activities of a unit; coordinating budget activities; auditing electronic data processing systems; resolving major program problems; and developing, evaluating and implementing financial budgeting or auditing programs and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Staff Management:
- Conduct 1-on-1’s with all Divisional Staff members.
- Responsible for approving timesheets, timely review of staff leaves requests, and management of staff schedules.
- Responsible for appraising performance, rewarding and disciplining employees
- Responsible for addressing staff complaints and resolving problems timely and effectively.
- Responsible for addressing knowledge gaps within the Division of Water & Sewer Billing.
- Responsible for coaching team members in resolving complex Divisional issues to ensure accuracy.
- Responsible for interviewing, hiring, and developing onboarding/training plans for all new hires including system access requests, equipment, tools, and materials.
Task Management:
- Responsible for ensuring that all Divisional tasks/deliverables are completed timely and accurately.
- Responsible for the delegation of all assigned tasks within the Division of Water & Sewer Billing to ensure appropriate coverages for all Divisional tasks.
- Responsible for ensuring timely responses to all (internal/external) Divisional inquiries.
- Responsible for ensuring that all Divisional procedures are documented and current.
- Monitors daily activities of the Division of Water & Sewer Billing and provides back up support to the team during periods of high volume.
Divisional Management:
- Stays abreast of changes to State or County law which may impact on the division and its requirements and planning for implementing changes to processes.
- Monitors Finance Website and works with Finance IT personnel to keep website updated and relevant tool for citizens.
- Liaisons with the Division of Accounting to research and resolve reconciling items, variances, and other accounting requests.
- Reviews and approves department refunds, SAP docs, and journal entries to ensure accuracy and completeness to maintain fiscal integrity.
- Manages the implementation of new processes, special projects, and other duties as assigned by Bureau Chief.
Works directly with the Bureau of Utilities on complex accounts for billing.
Deals with customers, addresses complaints and prepares complex correspondences to resolve customer issues.
Reviews billing and invoicing out sorts, verifies consumption, corrects readings, and releases billing and corrects EMMA errors.
Ensures accurate and timely billing of water/sewer accounts.
Attends staff meetings and other meetings pertaining to water/sewer services.
Assembles data for preparation of purchasing specifications related to water and sewer billing.
Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting transactions.
SUPERVISORY RESPONSIBILITIES:
Manages and supervises the Division of Water & Sewer Billing. Is responsible for overall direction, coordination, and evaluation of the division. Carries out supervisory responsibilities in accordance with Finance's policies and procedures. Is responsible for presenting solutions to the Bureau Chief and/or Administrative Manager for all operational and staffing issues within the Division of Water & Sewer Billing.
MINIMUM REQUIRED EDUCATION/EXPERIENCE
Bachelor's Degree and four (4) years of related experience or an equivalent combination of education and experience.
