SUMMARY: Payroll specialist is responsible for ensuring accurate and timely weekly payroll processing for 80 employees and for ensuring compliant processing for projects governed by prevailing wage laws. This role focuses on certified payroll reporting, prevailing wage compliance, and ensuring adherence to federal and state regulations.
ESSENTIAL FUNCTIONS:
- Timecard entry, import timecards from HCSS, process payroll through Viewpoint, upload EFT to bank, send pay stubs
- Process liability payments (taxes, insurance, garnishments, retirement)
- Prepare certified payrolls and submit them to owners
- Prepare and submit MEURs to ODOT
- Prepare & submit ODOT TPARs, ATARs & MPRs
- Prepare, post CITT and SAIF reports for payment
- Prepare and file quarterly payroll reports (941’s, OQ, 132, Sch. B’s, STT)
- Prepare and file annual payroll reports (940, W2’s, W3)
- Updating payroll records by entering any changes to employee information or benefits
- Verify compliance with all reporting requirements, including worker classifications, hours worked, and proper wage rates
- Process and audit weekly payroll for employees working on prevailing wage projects, ensuring accuracy and compliance with all wage determinations, fringe benefit allocations, and overtime calculations
- Maintain up-to-date knowledge of federal, state, and local prevailing wage laws
- Ensure accurate tracking and reporting of fringe benefits in compliance with prevailing wage requirements
- Maintain detailed records of certified payroll submissions for audits and client requests.
- Calculating payroll liabilities by determining employee taxes, including federal and state income and social security tax, and calculating employer’s payments for social security, unemployment and worker’s compensation
- Maintaining all payroll operations according to company policies and procedures

QUALIFICATIONS AND REQUIREMENTS:
- Experienced with prevailing wage and/or Viewpoint
- Highly motivated and able to interact with multiple stakeholders
WORKING CONDITIONS:
