Essential Duties and Responsibilities
Strategic Business Development & Sales
- Expand Our Municipal Reach: Identify and pursue business opportunities with city, county, and state agencies, transportation departments, water utilities, and public works divisions.
- Lead Key Pursuits: Focus on high-priority projects in transportation infrastructure, water resources, and water/wastewater services, ensuring alignment with HR Green’s business strategy.
- Develop Winning Strategies: Create Client Account Plans and Pursuit Strategies that position HR Green as a trusted partner in delivering innovative infrastructure solutions.
- Stay Ahead of Market Trends: Provide insights on funding opportunities, regulatory changes, and emerging infrastructure needs to strengthen our market positioning.
- Expand Client Partnerships: Serve as the primary business development lead for state DOTs, county transportation agencies, municipal water departments, and regional planning organizations.
- Win Major Projects: Spearhead the development of proposals and interviews for transportation corridor improvements, stormwater management solutions, wastewater treatment facilities, and roadway expansion projects.
- Maximize Revenue: Cross-sell HR Green’s multidisciplinary expertise to municipal clients, utility providers, and transportation agencies to drive growth.
Client Engagement & Industry Leadership
- Strengthen Municipal Relationships: Develop and maintain strong connections with public agencies, city engineers, water utilities, and transportation planners to anticipate future project needs.
- Represent HR Green in the Industry: Engage with state transportation conferences, American Public Works Association (APWA) events, American Water Works Association (AWWA) forums, and municipal networking groups to enhance HR Green’s reputation.
- Collaborate Across Teams: Act as a strategic bridge between municipal clients and HR Green’s engineering teams to ensure successful project execution and client satisfaction.
- Leverage CRM Tools: Track business development activities, streamline client engagement, and optimize pursuit strategies.
Enhancing Operational Excellence
- Support Technical Teams: Provide guidance on project approaches, public engagement, and quality assurance for transportation and water/wastewater projects.
- Develop Future Leaders: Mentor and train staff on business development best practices, municipal RFP processes, and DOT procurement strategies.
- Strengthen Pursuit Processes: Assist in crafting compelling technical proposals, qualifications packages, and interview presentations that set HR Green apart.
- Other responsibilities as defined.
- This position does not have direct management authority but is responsible for directing the activities of HR Green staff necessary to acquire and retain clients.
Education & Experience
- Bachelor’s degree required; P.E. license preferred.
- 8 years of experience in business development, client engagement, and marketing within civil engineering, transportation, water resources or water/wastewater sectors.
- Previous experience managing project delivery and client relationships.
- Strong interpersonal, communication, and leadership skills.
- Expertise in municipal, county, and state procurement and funding processes.
- Proficiency in CRM tools, proposal management software, and industry applications.
- Valid driver’s license and reliable transportation.
- Project management certification (e.g., PMP) preferred.
- Experience in the Minnesota engineering market preferred.
- Leadership experience in industry associations (APWA, ASCE, AWWA, ACEC, ITE) is a plus.
- Prior consulting experience with municipal clients.

Compensation Range
$123,800.00 - $202,800.00
The expected compensation range for this position is displayed in accordance with the Minnesota Omnibus Labor and Industry Policy Bill Article 7 Section 2. The final agreed-upon compensation is based on a number of factors, including but not limited to: individual education, qualifications, skills, prior work experience, competencies, and geographic work location. The total annual compensation package may consist of a base salary and eligibility to participate, after a qualifying period, in our performance and discretionary incentive bonus program(s).
