Summary
Are you a dynamic leader passionate about driving strategic growth in civil engineering and building high-performing teams? HR Green is seeking a Group Leader to lead our Southern California region, providing visionary leadership and directly influencing the success of municipal infrastructure projects and civil design services.
As a Group Leader, you’ll work with Senior Leadership to shape strategic goals and budgets while managing full P&L accountability. You’ll spearhead business development, cultivating relationships with existing and new clients to secure opportunities in public works, transportation engineering, and urban infrastructure. Overseeing project execution, you’ll manage staffing, ensure timely billing and collections, and serve as the primary client liaison, ensuring satisfaction and successful outcomes.
Your leadership will inspire excellence and innovation, as you mentor your team, set clear performance goals, and drive success across a range of civil engineering projects.
Essential Duties and Responsibilities
Team Leadership
- Inspire and guide a high-performing civil engineering team, fostering a collaborative environment where staff thrive and deliver exceptional results in municipal infrastructure projects and design innovation.
- Lead by example in managing timesheets, expenses, and training requests, ensuring operational efficiency in civil design workflows.
- Collaborate with Business Line leadership and HR to attract top talent in municipal engineering, overseeing the interview and selection process to build a team of design engineers, project managers, and other key roles.
- Champion seamless onboarding for new hires, ensuring a welcoming experience and quick integration into municipal services operations, project delivery, and civil design processes.
- Serve as a mentor and coach, offering actionable feedback and development opportunities aligned with individual and organizational goals in municipal engineering and infrastructure development.
- Advocate for company policies and a culture of accountability, leading performance discussions and addressing challenges with fairness and transparency.
- Partner with staff to set ambitious annual goals, facilitating Mid-Year and Annual Performance Evaluations to celebrate achievements and chart future growth in civil infrastructure projects.
- Proactively assess and communicate staffing needs, working with leadership to maintain a dynamic and capable team adept at handling municipal design services and infrastructure planning.
Business Development
- Shape and execute bold market strategies in collaboration with the Group Director, identifying and capitalizing on growth opportunities in civil engineering design, transportation engineering, and municipal services.
- Spearhead client/project pursuit processes, taking the lead on securing significant revenue opportunities in public works projects, urban infrastructure, and civil design contracts.
- Cultivate and expand client relationships in municipal engineering and civil design services, leveraging expertise and trust to meet and exceed sales targets.
- Act as a visionary for future business opportunities in municipal infrastructure development, using market insights to position the company as an industry leader.
Client Management
- Serve as a trusted advisor to high-value clients, offering strategic solutions in civil engineering consulting, municipal project design, and infrastructure planning that go beyond technical deliverables to solve their most pressing challenges.
- Anticipate and exceed client expectations in municipal engineering services and civil design solutions, building enduring partnerships that drive repeat business and new opportunities.
- Present innovative strategies to address both current and future client needs in civil infrastructure projects, enhancing their success and reinforcing the company’s reputation for excellence in urban development.
Project Management
- Lead the development of comprehensive project scopes, budgets, and contracts that set the stage for successful delivery of municipal projects and civil design initiatives.
- Strategically assemble and direct project teams, ensuring alignment of talent, timelines, and resources for transportation engineering, urban planning, and other critical projects.
- Oversee project execution, monitoring progress to deliver municipal infrastructure improvements and civil design deliverables on time, on budget, and to the highest quality standards.
- Provide expert oversight and technical insight, ensuring adherence to QA/QC standards and driving continuous improvement in civil design and engineering.
- Build strong client connections throughout the project lifecycle, identifying cross-selling opportunities in municipal engineering consulting, public works, and civil design services.
- Champion the completion of projects with meticulous attention to detail, including financial management, invoicing, and adherence to civil engineering standards and municipal codes.
Education and Experience
- Bachelor’s degree in engineering, architecture, or a related field is preferred.
- A minimum of 10 years of relevant professional experience, including at least 5 years in a leadership role managing teams.
- Proven ability to lead effectively with exceptional interpersonal and communication skills, including expertise in conflict resolution.
- Demonstrated success in networking, building partnerships, and collaborating across offices, disciplines, and functions.
- Consistently exceeds performance expectations, achieves ambitious goals, and delivers outstanding project results.
- Must hold current PE (Professional Engineer) licensure
- Possess a valid driver’s license and reliable transportation to fulfill travel requirements for company business.

Compensation Range
$123,800.00 - $202,800.00
The expected compensation range for this position is displayed in accordance with California’s SB 1162. The final agreed-upon compensation is based on a number of factors, including but not limited to: individual education, qualifications, skills, prior work experience, competencies, and geographic work location. The total annual compensation package may consist of a base salary and eligibility to participate, after a qualifying period, in our performance and discretionary incentive bonus program(s).
