Executive Summary: HRUCKUS seeks to hire an IT Procurement Support Specialist with a proven professional background in reviewing, analyzing, documenting, and maintaining complicated technical/procurement documents to support OCTO—Office of the Chief Technology Officer.
Position Responsibilities:
- Report to the Chief Operating Officer and support the Enterprise Contracts and Licensing (ECLS) Division.
- Coordinates IT procurement and plans and monitors procurement activities.
- Communicates with program managers and organizes meetings and projects to resolve procurement issues.
- Serves as the coordinator for gathering cross-agency requirements to develop an acquisition strategy for hardware/software procurement.
- Creates, reviews, and/or revises/updates procurement-related documents (SOW, IGCE, contract, etc.).
- Plans, creates, and processes timely procurement packages and monitors/updates dashboards.
- Performs research to understand the context of the procurement better.
- Monitors overall procurement procedures for possible improvements.
- Coordinates with the OCP procurement team to implement purchasing process improvements.
- Performs other duties as assigned.
Position Skills Required:

- Knowledge of procurement processes (DCMR 27, PPRA, FAR).
- Knowledge of the PASS (Ariba system).
- Ability to translate technical and/or complicated information into clear, concise documents.

- Knowledge of District and agency policies and procedures.
- Ability to maintain the internal documentation library and manage special projects and/or vendors.
- Ability to liaise with District Government Agency Chief Information Officers (CIOs) and IT leads to assist with requirements gathering.
- Knowledge of OCTO's IT and Telecom Contracts and purchase requests for completeness, accuracy, and compliance.
Minimum Education/Certification Requirements: Bachelor’s degree in Information Technology, Business Administration, or related field or equivalent experience
The target annual salary is $68,000 - $73,000.
