Executive Summary: HRUCKUS is seeking a Senior Program Manager with Top-Secret Clearance for a role with the Engineering, Professional, and Administrative Support Services (EPASS HN 2) contract. This role will serve within the Air Force Cryptologic Systems Division (AFLCMC/HNC) at Lackland AFB, TX. The ideal candidate will have extensive experience in DoD systems acquisition and project management and will provide leadership to ensure successful program execution.
Job Description: We are looking for a highly skilled and experienced Program Manager III to oversee a range of acquisition and program management responsibilities for the Air Force Cryptologic Systems Division. The selected candidate will utilize their expertise in systems acquisition, management best practices, and DoD regulations to guide the development and deployment of cyber systems. As a Program Manager, you will ensure the alignment of programs with established cost, schedule, and performance objectives while coordinating across various teams to meet mission goals.
Position Responsibilities:
- Apply Acquisition Knowledge: Use comprehensive knowledge of systems acquisition and program management principles (DoDI 5000.02, 5000.75) to manage cyber system acquisitions and ensure compliance with DoD and Air Force policies.
- Data Analysis & Program Effectiveness: Employ qualitative and quantitative techniques to analyze acquisition programs’ effectiveness, efficiency, and productivity.
- Cost & Schedule Management: Work with USAF program managers to assess program status, identify potential issues, and propose corrective actions to maintain adherence to cost and schedule baselines.
- Communication & Documentation: Create and present high-quality acquisition documentation, including briefings, reports, and strategic plans, both orally and in writing.
- Strategic Planning: Develop plans for system acquisition and provide in-depth analysis of development, production, and deployment phases.
- Program Performance Management: Recommend strategies to achieve program objectives related to cost, schedule, and performance.
- Regulatory Reporting: Support and develop necessary statutory and regulatory acquisition reports, such as DAES and MAR, ensuring timely and accurate submission.
- Program Management Reviews: Assist in program management reviews and senior-level meetings, including IMP/IMS reviews, to ensure continuous alignment with program goals.
- Senior Leadership Support: Prepare various program status reports and acquisition task schedules for senior management briefings, ensuring clarity and alignment with organizational priorities.
Required Qualifications:
- Master’s degree and 12 years of directly related experience, with at least 5 years of experience in DoD programs; OR 15 years of directly related experience instead of a master’s degree, with 5 years in DoD; OR 20 years of experience instead of a degree.
- Top-Secret Clearance with SCI eligibility.
- Proven experience in DoD "Big-A" acquisition.
Desired Qualifications:
- DoD acquisition program office experience is highly preferred.
- Familiarity with Jira and Confluence is preferred.
- Experience in software development and DoD 5000.82 regulations is highly desired.
