JOB SUMMARY: Position Summary: Under the direction of the CFO of the Hualapai Tribe, the Procurement Manager will provide comprehensive supply chain leadership and support to all Tribal Departments. This position will be responsible for developing and maintaining the Procurement Policies and Procedures. Directs the operation of centralized purchasing and contract management functions for all Departments and Tribal functions. Serves as the program expert on Procurement, including policy, procedures and internal controls; ensures procurement functions in accordance with Federal and State regulations while meeting department/tribal goals.
EMPLOYMENT DUTIES AND FUNCTIONS:
- Develop, communicate and implement purchasing strategies, policies and processes to increase effectiveness and efficiency across the Tribal Departments.
- Provide responsive purchasing support to the Tribe and Departments.
- Negotiate vendor and supplier contracts that set out prices, quality standards, cost reduction targets, delivery timescales, and commercial terms and conditions.
- Negotiate discounts, terms and conditions with vendors to maximize savings. Approves supplies, contracts and agreements with in authority level.
- Monitor performance against contractual standards and works with suppliers to achieve continuous improvements in costs and performance. Ensures all contractual agreements are reviewed and appropriately approved.
- Ensures inventory management practices within departments are consistent with all accounting standards and procurement policies.
- May be required to travel.
- May be required to present information and general updates to the Hualapai Tribal Council.
- Perform other duties as assigned.
EDUCATION, KNOWLEDGE, AND/OR SKILLS REQUIRED:
- Prior leadership experience in Procurement operations. Ability to collaborate well with management, peers, subordinates, guests, vendors and business partners.
- Proven ability to make financial, budgetary and business decisions related to maintenance operations.
- Demonstrated ability to lead, coach, train, develop and motivate all employees and supervisors to ensure service levels are maintained.
- Ability to negotiate and administer contracts.
- Bachelor’s degree in Business Administration, or related field , master’s degree desirable
- 3-5 years of experience in procurement, or financial field preferred.
- Working knowledge of standard procurement and contract procedures.
- Experience in a social services or grant-funded program also preferred.
- Proficient in accounting principles and fixed asset rules and regulations.
- Computer literate
- Good client/customer service skills and ability to create positive working relationships with internal customers.
- Strong analytical and organizational skills.
Minimum Qualifications:
- Must be able to pass a pre-employment drug screening.
- Must have a High School Diploma or GED.
- Vocational School or an Associate Degree in a related field required, BA in relative field of work preferred; equivalent work experience may be accepted.
- Prior supervisory, leadership experience in a procurement operation that encompassed multiple sites or departments.
- Excellent communication skills including the ability to provide clear and concise details regarding procurement issues.
- Valid Driver’s License with clean driving record.
- Preference given to Hualapai Tribal members.
