The Human Resources Division (HRD) is an agency within the Executive Office for Administration and Finance. HRD provides support and oversight to state agencies in all matters relating to the Commonwealth's classification, compensation, benefits, recruitment, training & employee development, civil rights, collective bargaining and workers compensation administration.

The Business Enterprise Applications Unit (BEAU) functions as a primary resource for executive departments in collaboration with the Executive Office of Technology Services and Security (EOTSS), the Office of the Comptroller (CTR), and software vendors in support of our HR applications. The BEAU unit works with agency business partners and core users to determine their business requirements and coordinates with EOTSS, CTR and/or our vendors to create, enhance or update our software based on their needs. The goal of the BEAU unit is to ensure our departments have the software resources to meet their HR requirements with secure applications and working as designed.

The Human Resources Division’s Business Enterprise Application Unit (BEAU) is seeking to hire a qualified HRIS Analyst to provide maintenance and support to Commonwealth agencies.

The HRIS Analyst’s primary roles will be for the following applications and duties:

Human Resource/Compensation Management System (HR/CMS):

  • Research HR/CMS HR, Position, Benefits, Leave Accrual and Time and Attendance issues as well as other data related issues.
  • Identify problems, prepare functional business specifications, and coordinate the resolution with the HR/CMS maintenance team which includes the Executive Office of Technology Services and Security and the Office of the State Comptroller.
  • Develop test scripts, perform unit testing, conduct system integration testing of image updates, fixes, bugs, and enhancements within HR/CMS.
  • Develop warehouse queries to ensure efficiency and data integrity.
  • Provide the next tier level support for HR/CMS core users through ServiceNow and our shared services platform, the Employee Service Center.
  • Conduct functional drop-in training sessions for Commonwealth core users.
  • Prepare and follow-up on ServiceNow requests submitted as required to update HR/CMS on changes such as union related collective bargaining contract updates.
  • Assist in developing training materials and act as a subject matter expert in HR and time and attendance functions.
  • Other special projects as assigned.

MassCareers (Taleo) Oracle Talent Acquisition Cloud, the Commonwealth's recruiting system:

  • Provide next Tier level support escalated by the Employee Service Center by trouble-shooting system issues and providing resolutions.
  • Assist with enhancement requests and testing system upgrades/fixes.
  • Create, update, maintenance of Oracle Business Intelligence (OBI) reports and/or the Commonwealth Information Warehouse (CIW), OBI dashboards and agents.
  • Update/create surveys via Survey Monkey with results as requested.
  • Create and/or update requisition templates, create new system users if needed.
  • Update onboarding forms/policies when new versions are released.
  • Provide backup support to troubleshoot Taleo Connect Client (TCC) integration issues, and other duties as assigned.

Preferred Qualifications:

  • At least 3 years in HR and Payroll related experience.
  • Experience in PeopleSoft HR and Time and Attendance.
  • Excellent computer system skills including Windows, Word, Access, and Excel required.
  • Knowledge of Commonwealth Information Warehouse data structures, query tools and functionality.
  • Ability to work independently to accomplish tasks on time and efficiently.
  • Ability to work with other team members to accomplish tasks.
  • Excellent verbal and written communication skills.
  • Impeccable attention to detail.
  • Time management and multitasking skills.
  • Capacity to remain flexible and learn new standards and guidelines as necessary.
  • Ability to work well under pressure.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:

I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*

V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.

VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.

  • Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitution will be allowed for more than two years of the required (A) experience.

NOTE: No substitution will be allowed for the two years of the required (B) experience.
