The Director of Human Resources serves as a strategic leader and trusted advisor, driving organizational success by aligning human capital initiatives with the organization's mission and long-term objectives. This role is responsible for transforming HR from a transactional function into a proactive, strategic partner that anticipates challenges, fosters an inclusive and high-performing culture, and delivers innovative solutions to complex workforce needs. The Director will lead all aspects of HR, ensuring alignment with organizational goals and legal compliance while cultivating an environment of continuous improvement and high employee engagement.

Key Duties and Responsibilities :

Strategic Leadership :

Develop and execute a comprehensive HR strategy that supports organizational growth and sustainability.
Serve as a key advisor to both senior leadership and executive leadership, providing insights and recommendations on workforce planning, organizational development, compensation philosophy and change management.
Foster a culture of innovation, accountability, and collaboration across all levels of the organization.

Talent Management and Development :

Lead the development and implementation of forward-thinking talent acquisition, retention, and succession planning strategies.

Establish programs that identify and nurture leadership potential, ensuring a robust pipeline of future leaders.

Collaborate with the Professional Development Program Manager on the creation and delivery of professional development initiatives to enhance skills and competencies organization-wide.

Organizational Development :

Collaborate with senior leadership to design and implement initiatives that enhance employee engagement, satisfaction, and alignment with organizational values.

Guide and support efforts to build a diverse, equitable, and inclusive workplace where all employees thrive.

Use data-driven insights to shape HR policies and strategies, ensuring continuous alignment with organizational goals.

HR Operations :

Oversee the daily operations of the HR department, ensuring consistent, efficient, and effective delivery of HR services.

Design and refine policies and processes to support organizational agility and compliance with all relevant laws and regulations.

Manage comprehensive HR programs, including compensation, benefits, performance management, and employee relations.

Risk Management and Compliance :

Monitor and ensure compliance with federal, state, and local employment laws and regulations, as well as best practices in the HR field.

Proactively identify potential risks and implement strategies to mitigate them, safeguarding the organization's reputation and assets.

Culture and Engagement :

Champion initiatives that promote employee well-being, safety, and work-life balance.

Actively contribute to building a mission-driven culture that prioritizes excellence, inclusion, and continuous learning.

Serve as a visible and approachable leader, fostering open communication and trust across the organization.

Fiscal and Resource Management :

Develop and manage the HR budget, ensuring alignment with strategic priorities and operational needs.

Leverage technology, software, and data analytics to improve HR processes and decision-making.

Supervisory Responsibilities :

Build, develop, lead, and mentor a high-performing HR team, empowering staff to deliver strategic and operational excellence.

Set clear performance expectations and provide regular feedback and professional development opportunities.

Communications :

Communicates with VP of Finance and Administration on significant developments within the department.

Attends necessary meetings.

Directs HR related communications of pertinent information to staff, managers, and directors.

Other :

Commitment to the mission, values, goals, and success of HSPPR.

Is visible to staff

Perform all other duties as assigned.

Availability :

Monday-Friday with occasional evenings and weekend work. On-site position with some availability for remote work.

Supervisory Duties :

Directly supervises the Senior Human Resources Manager

Physical Demands :

Prolonged periods of sitting at a desk and working on a computer.

Must be able to be on feet for extended periods of time.

Consistently exposed to animals in the workplace and animal allergens under conditions with limited alternatives available.

Periodically drives a HSPPR Vehicle to perform duties.

Assigns representative to serve as liaison between HSPPR, the CART shelter(s) and Command Staff.

Education / Experience Necessary :

Bachelor's degree (B. A.) in Human Resources, Business Administration, or related field Will consider an equivalent combination of relevant education and experience.

At least five years of human resources management required.

Knowledge of HR systems and payroll systems highly preferred.
