This role includes coordinating land-related studies, reports, and surveys, securing necessary permits, and maintaining detailed records of all right-of-way (ROW) acquisitions.
ROW Agent Essential Job Functions
- Conduct research on public records to identify ownership, existing easements, and potential conflicts, determining required rights-of-way.
- Negotiate and secure ROW agreements across private, public, and sovereign lands.
- Collaborate on the completion of NEPA and other environmental or cultural assessments.
- Review and interpret land surveys, plats, and related legal documents.
- Obtain necessary permits and licenses by liaising with various agencies and entities, such as:
- Bureau of Indian Affairs (BIA)
- Bureau of Land Management (BLM)
- U.S. Forest Service (USFS)
- U.S. Army Corps of Engineers (ACOE)
- State, county, and municipal governments
- Tribal authorities, including the Southern Ute Indian Tribe
- Utilities and ditch companies
- Prepare easements, crossing agreements, permits, leases, and assignments.
Education/Experience
- 2-3 years of experience in ROW acquisition for electrical utilities, preferably involving multiple governmental agencies.
- Background in appraisal and acquisition of ROW is advantageous.
- Associate degree or technical certification required. Advanced experience or training may substitute for formal education.
- Proficient in interpreting plats, legal documents, and government regulations.
- Familiarity with county record systems and GIS software preferred.
- Skilled in internet research, project management, and the use of Microsoft Office Suite.
- Must be located within daily commuting distance of Fort Collins, CO.
- Strong interpersonal, customer service, and relationship management abilities.
- Excellent written and verbal communication skills.
- Highly organized with strong problem-solving and critical-thinking capabilities.
- Eagerness to learn and adapt to new tools and processes.
- Combination of indoor office work and outdoor field activities.
- Must be comfortable working in diverse environments and engaging with a variety of stakeholders.
- Strong ability to multi-task and move between various projects and clients.
