POSITION DESCRIPTION

The Executive Director of Student Support Services is a Central Office Administration Team (COAT) level position and reports to the Superintendent or Designee. This position will engage District Stakeholders with a clear implementation plan and five year Strategic Planning for the Student Services Department focused upon Pre-K through Adult Services. Responsibilities will include overall leadership for the Student Support Services division, including regular weekly meetings, and advising both the Superintendent and Assistant Superintendent regarding strategies designed to enhance Tier I and II instruction, that overall leads to refined Tier III supports that improve student achievement of students with disabilities.

MINIMUM QUALIFICATIONS

  • Master’s degree in special education or related field.
  • Certification as a teacher in the State of Michigan with endorsement in special education and or approval in related fields such as school social work or school psychology.
  • Minimum of five (5) years of professional experience servicing students with disabilities in various settings.
  • Eligible for, or in the process of becoming eligible for State of Michigan approval as a Supervisor or Director of Special Education.
  • Demonstrated ability to work cooperatively and confidentially with general and special education teachers, administrators, parents and support staff members.
  • Certified CPI instructor, or willingness to become certified to assist in teaching.
  • Proven track record of leadership, seeking solutions, being collaborative and working well with colleagues and peers.

ESSENTIAL FUNCTIONS

  • Responsible for the overall evaluation of Student Support Services personnel, ensuring compliance and best practices for supporting student achievement outcomes.
  • Oversee all IEP/504 processes, ensuring compliance and best practices. This includes the establishment of clear and concise processes for student identification, data collection and screening practices.
  • Intentional focus upon bringing a system of support designed to focus upon Social Emotional Well Being of students throughout HVS. A particular focus shall be upon PBIS systems and the supervision and implementation of the work led by the district Behavioral Teacher Leader.
  • Manage budgets and all federal and state grants related to Student Support Services. Also, responsible for Medicaid billing and services.
  • Ensure fiscal responsibility across all staffing expenditures and related costs, while working systematically with HR to establish consistent district hiring practices that are done in a thoughtful, team based model.
  • Support the district’s strategic plan, providing monthly updates at elementary/secondary administrative meetings.
  • Lead the Threat Assessment process, including routine tracking of safety plans, providing advice and guidance to principals and Student Support Services department and monitoring where students are within the Threat Assessment continuum.
  • Frequently review, analyze and provide leadership based upon state and local assessment data trends, annually providing a review to the TLT department and the Superintendent to ensure student achievement is a paramount focus and vision for HVS.
  • Manage annual audit reports and ensure compliance with Catamaran systems.
  • Collaborate with district leadership to support PLC (Professional Learning Communities) and cohort planning.
  • Oversee and manage any State or Office of Civil Rights Complaints related to Student Support Services.
  • Responsible for legal matters related to Student Support Services, ensuring compliance with all federal and state laws.
  • Collaborate with building teams and the Supervisor to support students with heightened complexity or needs.
  • Oversee, district wide professional learning for ancillary staff and all professional staff related to students with disabilities.
  • Engage in professional learning that enhances district operations in terms of Special Education Services.
  • Schedule and facilitate (MS/HS/ATS) TC/RR (Team Collaboration/Review and Revise) meetings.
  • Attend County Based Special Education Meetings to ensure best practices.
  • Attend IEPs and 504s as needed.
  • Coordinate health services contracts, staffing, and annual immunization processes.
  • Coordinate and monitor ESY services and development.
  • Other duties as assigned.

EDUCATION and/or EXPERIENCE: Master’s Degree or higher.

LANGUAGE, MATHEMATICAL AND REASONING SKILLS: Ability to speak and write effectively. Ability to apply mathematical concepts to practical situations. Ability to carry out instructions furnished in written or oral format and deal with problems involving several concrete variables in standardized situations.
