We are seeking a qualified Exercise Coordinator to support the Michigan National Guard (MING) Domestic Operation Exercise. This position is responsible for planning, coordinating, and executing large-scale training exercises in collaboration with military, federal, state, and local authorities.
Key Responsibilities
- Manage the overall coordination, scripting, rehearsal, and execution of MING training exercises.
- Provide Subject Matter Expertise (SME) to support the development and facilitation of exercise plans and scenarios.
- Plan and coordinate the Joint Event Life Cycle (JELC) to ensure successful exercise execution.
- Design and maintain the Master Scenario Events List (MSEL) and contribute to after-action reviews (AAR).
- Identify, recruit, and coordinate with suitable exercise partners (e.g., military units, emergency managers, and local authorities).
- Facilitate meetings, workshops, and working groups for exercise planning and coordination.
- Ensure compliance with cybersecurity protocols and protection of critical infrastructure during exercises.
- Collaborate with stakeholders to ensure alignment with the National Response Framework (NRF), Incident Command System (ICS), and National Incident Management System (NIMS).
- Conduct site visits, facilitate rehearsals, and ensure readiness for all scheduled exercise milestones.
- Provide technical guidance and mentorship to civilian and military participants.

Work Schedule & Location:
- Hybrid position with in-person work required once a week at 3411 N. Martin Luther King Jr. Blvd., Lansing, MI.
- Occasional travel within Michigan and to other states for exercise-related activities.
- Standard hours: Monday to Friday, 8:00 AM - 4:30 PM (flexibility required for exercise events).
- Minimum of 5 years of experience in homeland defense exercise support, including planning, developing, and executing discussion-based and functional exercises.
- Minimum of 5 years of experience developing plans for Command Post Exercises (CPX), Situational Exercises (STX), and/or full-scale Field Training Exercises (FTX), including exercise control, observation, data collection, analysis, and reporting.
- Minimum of 5 years of experience executing White Cell actions, including Exercise Control Cell, Simulation Cell, controllers, and data collectors across multiple venues.
- Experience supporting NORAD-USNORTHCOM and/or National Guard exercises.
- Proficiency with platforms such as All Partners Access Network (APAN), ReadSIM, WebEOC, Lessons Learned Information System (LLIS), Master Scenario Events List (MSEL) 1.0.1, and JELC methodology.
- Thorough working knowledge of the Incident Command System (ICS), National Response Framework (NRF), and National Incident Management System (NIMS).
- Understanding of the National Planning Scenarios, National Preparedness Goals, and DoD Universal Joint Task Lists (UTJL).
- Familiarity with the roles and functions of NORTHCOM, Defense Coordinating Officer (DCO), Defense Coordinating Element (DCE), and Service Emergency Preparedness Liaison Officers (EPLOs).
- Knowledge of DoD, National Guard, Dual Status Commander structures, and Title 10/32 command and control during disaster and CBRN-Consequence Management (CM) responses.
- Experience analyzing large-scale coordinated infrastructure attack scenarios, including commercial or terrorist CBRN threats.
- Minimum of 15 years of experience as a Subject Matter Expert (SME) in a relevant field.
- Understanding of DoD Total Force emergency response authorities, policies, strategies, and organizations responsible for disaster and emergency response.
