TYPE OF POSITION : Military Waived non-classified; deployment backfill, not to exceed five years

SUMMARY : The position is located in the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to provide technical assistance to the Installation Status Report (ISR) State Program Manager in the development and execution of technical and administrative functions relating to the State ISR Program to include ISR Infrastructure, ISR Services, Services Cost Data and ISR Mission Capacity. Incumbent is responsible for assisting with program functions to include improving the state’s data collection and reporting within ISR modules to National Guard Bureau (NGB), U.S. Army Assistant Chief of Staff for Installation Management (ACSIM), Headquarters Department of the Army (HQDA) and the Department of Defense (DoD). Some modules of the ISR are used to establish requirements, while some justify other program requirements.

MILITARY DIVISION MANDATORY QUESTIONS :

1) Except for minor traffic offenses, have you ever entered a plea of guilty, no contest, or had a withheld judgment to a felony offense? If YES, please explain on a separate paper and attach it to your application.

2) Do you certify that I am a U.S. citizen, permanent resident or a Foreign National with authorization to work in the United States?

MANDATORY REQUIREMENTS :

1) Must be a member of the Idaho National Guard. Provide your military rank, MOS / AFSC / AOC, and unit of assignment.

2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

3) Must have, or be eligible to obtain, and maintain a favorable NACI / T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI / T1, as a condition of employment he / she must submit to the investigation process immediately upon hire / appointment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Must have 24-months of specialized experience performing duties

1) Broad knowledge and understanding of the entire Idaho Army National Guard (IDARNG) organization.

2) Knowledge of electronic databases and how to input and retrieve data through prepared reports. Experience with the system administration, user accounts, and process management for a data collection system with multiple tier groups and users. Must possess the ability to teach and train software applications, business process applications and general administration with a military organizational focus. Incumbent must articulate and assist others with a decentralized ISR application process down to users of a facility or process owners at performance measure level.

3) Ability to explain complex issues in a manner easily understood by personnel not familiar with ISR. Must have technical experience in developing and managing a program, and in designing the education / outreach portion of a program involving multiple government, public, and private stakeholders.

4) Proficient ability in personal computer skills and the MS Office suite of programs.

5) Ability to plan and organize a project or event to produce a specific capability, result or outcome.

6) Demonstrated ability to effectively communicate verbally and in writing; and to present formal briefings to senior level military and officials. Ability to take vision, intent, and guidance and accurately represent the Idaho Army National Guard during professional interactions, or through correspondence with organizations, officials, and individuals.
