Environmental Care Specialist at Veterans Affairs, Veterans Health Administration in Boise, Idaho, United States Job Description Summary The incumbent is assigned to the Office of the Chief within the Environmental Management Service (EMS) and functions as the administrative official with responsibilities that reach into all organizational elements of the Boise VA Health Care System regarding Environmental Management Programs. Responsibilities The Environmental Care Specialist is responsible for developing, implementing and maintaining a formal, comprehensive Quality Assurance program encompassing all functions and programs for which Environmental Management Service has responsibility. Works closely with the Chief and Assistant Chief, EMS to assure close coordination of the Environmental Management Service functional activities with the overall healthcare systems mission and function. Other Duties include : Accepts and supports the guiding principles of EPS, VACO and all other regulatory bodies that govern VA Boise Healthcare System. Serves as Chairperson of the EMS Quality Assurance Committee which involves planning the agenda, developing yearly schedules, planning for the documentation of minutes and maintaining records of all committee functions. Prepares evaluations and establish monitors for external review, coordinates EMS's input and follows up on multidisciplinary evaluations. Reviews patient satisfaction surveys and customer complaints on a recurring basis. Keeps all recordkeeping pertaining to departmental training program for all EMS employees and Compensated Work Therapy (CWT) workers. Verifies EMS employee competencies, new employee training, CWT training competencies, training session attendance rosters, training schedules are up to date and monitors when training is due for review. Holds, physically, all records for EMS department electronically, and in hard copy. Establishes a data collection system for all waste management activities : Various types of recyclable waste, potentially contaminated (red bag) waste, and non-contaminated (non-red bag) waste. Evaluate the contracts related to waste management, solid waste authority, regulated medical waste and recycling for contract compliance. Monitors training classes on a regular basis and make recommendations to the Assistant Chief on class content and the effectiveness of the classes. Performs other related duties as assigned. You may qualify based on your experience and / or education as described below : Specialized Experience : You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to : Employing a working knowledge of the Environmental Management Service (EMS) and its subsections as it relates to the administrative and quality assurance support programs; Monitors departmental training program verifying employee training records are up to date; applying organizational performance improvement plans, strategic planning, and total quality management concepts; developing manuals and directives covering the administrative aspects of field station operations; Collecting multiple levels of data for the completion of mandatory reporting to include VACO, TJC, OSHA, and other internal and external medical center reporting systems; Serves as one of the EMS Fund Control Point Requester making needed purchases for equipment and entering 2237's for procurement. Preparing training reports and delivering briefings to departmental managers to encourage the understanding and acceptance of findings and recommendations. NOTE : Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education : Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master' s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D. in a program directly related to the work of this position, if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination : Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and successfully completed graduate level education in a program directly related to the work of this position.
