Summary : To offer technical expertise in managing the agency's Learning Management System (LMS) and perform related tasks. This position will support IDOC's training team and report directly to IDOC's Training Technology Program Supervisor. Responsibilities : Program Knowledge : Research laws and regulations to ensure program compliance with requirements. Identify discrepancies and determine best solution. Evaluate the impact of legislative changes on the program or department operations. Serve as technical program expert to respond to questions or find resolution to problems that are outside a normal application. Assure program compliance with associated state and federal regulations. Determine appropriate information and related materials for creation of databases and development of technical manuals. Establish, implement and monitor program policies and procedures. Identify changes needed for program or related system and make recommendations to management for implementation. Serve as the database expert for the identified program to edit or update fields and make minor programming adjustments. Evaluate and assign system security clearances. Central control point to approve / disapprove actions or requests for exceptions to requirements based on program knowledge. May approve or revoke permits or participation in program. Respond to in-person, telephone, e-mail, and written inquiries and requests from the public, vendors, and other local, state and federal agencies. Enter and retrieve data from databases and other automated systems. Communication / Training : Provide training to department and local agency staff(s) and vendors on technical processes. Serve on departmental process improvement teams. Develop and revise program manuals, brochures, and forms. Convert technical material into information that is easily understood by non-technical users. Writes ad-hoc reports and provide statistical information to management.
