Summary:
The Idaho Department of Correction (IDOC) is currently recruiting for a Public Records Program Specialist in Boise, Idaho. The incumbent will work out of the Central Office and will occasionally travel to IDOC facilities to provide training for IDOC Records Custodians. The Public Records Program Specialist will serve as a member of IDOC’s Transparency Team and will be responsible for ensuring public access to IDOC records pursuant to the Idaho Public Records Act and IDAPA Rules, have oversight of IDOC Constituent Services, Interagency, and Subpoenas, and be responsible for IDOC records retention policies and procedures.
Responsibilities:
- Respond to public records requests, constituent services inquiries, Interagency requests, and subpoenas.
- Participate in program planning, development, training, and implementation for public records, constituent services, interagency, and subpoenas.
- Provide consultation and technical services, to include program applicability and legal requirements to agency program staff, other governmental agencies, community organizations, and the public.
- Work with Transparency team to determine trends, identify issues, and recommend improvements.
- Review, evaluate, develop, and implement effective service delivery methods, aiming for efficiency, effectiveness, and transparency.
- Participate in or conduct surveys, inspections, or reviews to determine compliance with laws, regulations, policies, and procedures.
- Develop and provide program related training to others.
- Develop, recommend, and/or implement program policies and procedures.
- Prepare administrative reports and evaluate findings.
- Manage workflow, identify training needs, develop employee skills, provide feedback, and evaluate performance.
Minimum Qualifications:
- Some knowledge of management practices. This is typically gained by completion of one three-credit or equivalent college-level course, OR at least 40 hours of equivalent management training that includes all the essential elements of management (planning, organizing, leading, and controlling - describe each); OR the State/BSU sponsored Center for Management Development Supervision course or equivalent course. OR six months of full-time work experience performing all management elements described above.
- Some knowledge of program or project planning and implementation. Typically gained by completion of at least one three-credit college-level course that related to program or project management; OR at least 40 hours of training covering the basic principles of program or project management; OR at least six months of full-time work experience that included program and project planning and implementation as a job responsibility.
- Experience developing and evaluating policies and procedures. Typically gained by at least six months of work experience writing or assisting in the review, auditing, and developing of policies and/or procedures, field memorandums, directives, or post orders.
Specialty Minimum Qualifications:
- Good knowledge of state and federal laws and regulations regarding the confidentiality and safeguarding of citizen and governmental information. Typically gained from at least one year of full-time work experience safeguarding confidential information.
- Experience reviewing documents for accuracy, completeness, and compliance. Typically gained from at least one year of full-time work experience reviewing documents for accuracy, completeness, and compliance.
- Willingness to work in a correctional facility.
