What are the responsibilities and job description for the Senior Proposal Manager position at IFAS LLC?
This is a full-time hybrid role based in Washington, DC region (2 days in the office and 3 days remote) for a Senior Proposal Manager at Integrated Finance & Accounting Solutions (IFAS). The Senior Proposal Manager reports directly to the Chief Growth Officer but will work with Senior Leadership, Operational Managers, and Project Delivery staff from across the company.
The purpose of the Senior Proposal Manager to provide overall proposal project management throughout the entire proposal life-cycle in response to Request for Proposals (RFPs.)
The position is responsible for maintaining, improving, and overseeing IFAS' proposal development process, coordinating proposal responses, managing proposal schedules, ensuring compliance with requirements, and facilitating production of compelling proposals that win.
This role is charged with leading and supporting the full lifecycle of IFAS proposal development from contributing to pre-RFP capture planning, solutioning, and draft content development through proposal coordination, production, reviews, recovery, and submission. While writing original technical content is not a primary responsibility, the person must be able to facilitate technical writing and take an active role in developing tailored Past Performance write-ups, resumes, and non-technical proposal content, as well as performing final editing and recovery. Additionally, the role will have the freedom to improve and streamline the proposal process and will be a leader and mentor to more junior proposal managers, coordinators, and writers.
Additionally, this position will also support knowledge management of IFAS’ proposal artifacts and resources, as well as support marketing and communication efforts. This may include leading the development and maintenance of marketing collateral (e.g., slip sheets, white papers, slide presentations); researching and leading the submission of industry awards; contributing to social media content; facilitating company announcements/news releases, etc.; and other related initiatives.
Primary Responsibilities:
- Leads IFAS proposal process to include updating, improving, developing, documenting, organizing, and sharing proposal-related processes, procedures, templates, tools, best practices, lessons learned (e.g., proposal and past performance libraries, boiler plate proposal language and graphics, solutioning templates, in-house proposal training, etc.)
- Leads, coaches, and mentor junior proposal managers, coordinators, and writers as well as staff that participate in proposals
- Collaborates with Capture Managers, Functional Subject Matter Experts, and senior-level IFAS management throughout the capture and proposal lifecycle to evolve and articulate a winning strategy, compelling solutions, and substantiated win-themes
- Participates with senior level leadership and capture team in the development and generation of tailored solutions and differentiators that align with the win strategy and voice of customer (e.g., hot buttons and pain points)
- Researches, analyzes, creates, documents, maintains, and shares proposal templates and layout, including proof points and past proposals for lessons learned, reuse and past performance data.
- Creates a proposal project plan to include resources, team assignments, timelines and milestones, interim review and approval deadlines through all proposal development phases; coordinates scheduling and resources for and facilitates Color Reviews and recovery
- Develops all necessary proposal documentation (e.g. compliance matrixes, proposal outlines, writing assignments, responsibility matrices, proposal related customer questions, annotated outlines, consolidated color review drafts and instructions, finalized proposal documents, oral presentations, lessons learned) for each assigned proposal
- Drafts, proofs, edits, and recovers text as needed (e.g., technical and management content, past performance summaries, key personnel resumes, etc.) – leveraging existing boilerplate content and SME inputs where available and appropriate (note: writing original technical content is not a primary responsibility, but this role will facilitate content creation and support drafting, editing, and recovery)
- Oversees the development and maintenance of proposal-specific graphics.
- Manages both in-house and external resources to meet creative service needs on-time and on-budget, ensuring high quality standards while meeting strict deadlines
- Creates the final proposal; ensures the response clearly conveys the proper key messages, value propositions, and differentiators, while meeting and compliant with all RFP requirements
Additional Responsibilities:
- Supports IFAS participation at Events and Conferences by collaborating with IFAS leadership and representatives who will participate in industry events and conferences in order to design booth, produce tailored marketing material, draft email blasts and/or social media announcements, recommend branded giveaways
- Facilitates Corporate Communication such as company announcements and press releases
- Contributes to and leads development of corporate social media communications such as posts on Facebook, LinkedIn, etc.
- Supports development, maintenance, and organization of corporate marketing collateral (e.g., slip sheets, white papers, capability decks, one-pagers)
- Researches and leads submission for industry awards
Qualifications
- Subject Matter Expertise and advanced skills in GovCon proposal development, proposal coordination, and proposal scheduling
- 8 or more years’ Experience in managing and developing proposals with expertise in proposal development processes and ensuring compliance
- High energy, self-starter and comfortable working autonomously
- Highly-organized with extreme attention to detail, particularly related to compliance
- Strong analytical and strategic thinking abilities (will serve as IFAS' thought leader for proposal development and management)
- Excellent written and verbal communication skill to include content development, technical writing, and proofing
- Ability to work efficiently both independently and as part of a team in a fast-paced environment and under very tight deadlines
- Ability to communicate with and influence people at all level of an organization
- Charismatic and skilled at collaborating with others and capable of persuading others to contribute and meet deadlines, often without authority
- Willing and able to work occasional long hours and weekends to meet critical deadlines and ensure high quality products
- Knowledge of federal government contracting processes and regulations (e.g. the FAR)
- Expert proficiency in Microsoft Word and PowerPoint, Adobe Acrobat, and SharePoint with high proficiency in Excel and graphic editing software
- Experience with and proficiency in AI-generative tools for automating and streamling proposal management and development
- Bachelor’s degree in business administration, Journalism, technical or other related field
- Shipley Proposal Management and/or Writing knowledge required and certification Preferred
- Association of Proposal Management Professionals (APMP) Certification Preferred
- GovCon Business Development and Capture Management experience is a plus
