Background on Birth to Five Illinois
Illinois has a goal of becoming the best state in the nation for families raising young children. In December 2019, the Governor appointed and charged the Commission on Equitable Early Childhood Education and Care Funding with making recommendations for how to provide "equitable access to high-quality Early Childhood Education and Care (ECEC) services for all children birth through age five". The recommendations prioritized the establishment of a statewide infrastructure (which has been named Birth to Five Illinois) comprised of Councils in each of the State's 39 Regions to address the currently existing inequities in our state's financing of Early Childhood services.

The Illinois Network of Child Care Resource & Referral Agencies (INCCRRA) is a statewide organization which - in partnership with its 16 local Child Care Resource and Referral (CCR&R) Agencies - is a recognized leader for making high-quality, affordable early care available for children and families in Illinois. INCCRRA serves as the backbone for the Birth to Five Illinois Department.
The Position
The Birth to Five Illinois Professional Learning Coordinator will be responsible for planning, coordinating, and administering training and development programs within the Birth to Five Illinois department of INCCRRA. The Professional Learning Coordinator will play a key role in designing, implementing, and overseeing professional development programing, collaborating with department leaders to assess training needs, creating engaging content for staff at varying levels of leadership, and measuring the effectiveness of learning initiatives. The Professional Learning Coordinator will ensure that staff members receive effective support to utilize training tools to enhance their skills and improve their job performance.
Reports To/Supervised By: Director of Operations
Responsibilities:
- Identifying training and development needs within the department.
- Designing and developing training and development programs based on staff needs and department goals.
- Developing curricula on designated topics and creating training manuals, resources, and tutorials.
- Managing and maintaining an internal training calendar.
- Working closely with various staff to develop and monitor learning plans.
- Monitoring and evaluating training activities for effectiveness.
- Assessing the return on investment of any training or development program to ensure the training provided is relevant to the needs of the staff and the department.
- Amending and revising programs as necessary, to adapt to changes occurring in the work environment.
- Keeping up to date with developments in training and education by attending relevant seminars and conferences and reading professional journals.
- Nurturing effective communications with varied audiences while managing multiple projects.
- Facilitating large and small group discussions, both in-person and virtually.
- Completing and submitting required reports in a timely manner.
- Performing other job-related duties as assigned.
- Traveling within the State as needed, up to 40%.
Required/Preferred Qualifications:
- Bachelor's degree in organizational development or related field, or an equivalent combination of education and experience.
- Strong knowledge of Adult Learning Theory
- Must have a minimum of five years of full-time experience in a leadership/management position in a public or private organization.
- Must possess four-plus years of experience in providing in-person, online, and hybrid professional learning to individuals with varying learning
- Must be able to work with a diverse group of community members and staff and meet the needs of diverse learners.
- Must maintain knowledge of culturally and racially responsive practices.
- Must be able to lead a diverse team of individuals in a manner that fosters mutual respect, a culture of creativity, critical thinking, accountability, and collaboration.
- Must hold a valid Illinois State Driver's License.
- Must meet minimum vehicle insurance from the Illinois State insurance requirement for personal vehicle; $100,000 Bodily Injury per accident (single person) / $300,000 Bodily Injury per accident max (multiple persons) / $25,000 Property damage.
