The Illinois Department of Innovation and Technology (DoIT) is seeking a Deputy Chief Information Officer to lead our team supporting the Illinois Department of Human Services (IDHS). The DoIT Team at IDHS is leading a transformation to modernize the way citizens interact with the State of Illinois agency responsible for providing a wide variety of services to Illinois residents. The Deputy Chief Information Officer is responsible for managing technical staff across operational areas of Information Security & Audit Compliance, Financial & Support Services, Customer Service & Training, Technical Management, and Program Management.

Essential Functions

Subject to management approval, serves as the Deputy Chief Information Officer for the Department of Innovation and Technology-Department of Human Services (DoIT-DHS) establishing, interpreting, and implementing policies, procedures and goals for the total management process of the DHS Chief Information Office which has statewide impact.
Oversees, directs, and coordinates professional staff responsible for operational areas of Information Security & Audit Compliance, Financial & Support Services, Customer Service & Training, Technical Management, and Program Management.
Oversees and / or establishes and implements processes, controls, and standards to ensure compliance with DHS schedules and priorities.
Serves as full line supervisor.
Serves as spokesperson for the CIO, Group CIO and DoIT Secretary and commits the office to specific courses of action.
Coordinates audit responses to the Office of the Auditor General and Federal Auditors.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunication or directly related fields.

Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, telecommunication or directly related fields in a public or business organization.

Requires four (4) years of experience supervising a team of IT professionals in a large public or private organization.
