The Deputy Chief Information Officer is responsible for managing technical staff across operational areas of Information Security & Audit Compliance, Financial & Support Services, Customer Service & Training, Technical Management and Program Management. The successful candidate will need to be highly analytical, professional, communicate effectively, and possess excellent organizational skills. The selected candidate will apply data strategies, improve delivery, and continue to align with enterprise direction to ensure compliance across all systems and applications within the IDHS Deputy Chief Information Officer’s purview.

Essential Functions
Subject to management approval, serves as the Deputy Chief Information Officer for the Department of Innovation and Technology-Department of Human Services (DoIT-DHS) establishing, interpreting, and implementing policies, procedures and goals for the total management process of the DHS Chief Information Office which has statewide impact.Oversees, directs, and coordinates professional staff responsible for operational areas of Information Security & Audit Compliance, Financial & Support Services, Customer Service & Training, Technical Management, and Program Management.Oversees and / or establishes and implements processes, controls, and standards to ensure compliance with DHS schedules and priorities.Serves as full line supervisor.Serves as spokesperson for the CIO, Group CIO and DoIT Secretary and commits the office to specific courses of action.Coordinates audit responses to the Office of the Auditor General and Federal Auditors.Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunication or directly related fields.Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, telecommunication or directly related fields in a public or business organization.Requires four (4) years of experience supervising a team of IT professionals in a large public or private organization.Preferred Qualifications
Four (4) years of professional experience interpreting and implementing policies, procedures, and goals for management information services.Four (4) years of professional experience in project management processes for a public or business information technology organization.Four (4) years of professional experience in application developmental processes for an information technology organization.Four (4) years of professional experience with database management processes for an information technology organization.Four (4) years of professional experience working with staff development processes for an information technology public or private business organization.Four (4) years of professional experience with procurement and billing processes for an information technology organization.Four (4) years of professional experience working with a large-scale management information technical and network infrastructure.Demonstrated verbal and written communication skills to present technical information with precision and clarity.Ability to prepare for and provide presentations to large and small audiences.Ability to gain and maintain effective working relationships.Condition of Employment
