This position serves as the ERP Manager of Human Capital Management for DoIT.


In this role, you will manage the Human Capital Management (HCM) for the ERP program which includes Human Resources (Personnel Administration, Organizational Management, Onboarding, Compensation & Recruitment Management) and Talent Management (Payroll, Time & Attendance, and Learning Management).


In addition, you will collect and analyze project progress reports and status data to ensure project is adhering to the functional design objectives.


This position also serves as a spokesperson on matters associated with the ERP/HCM Program and serves as a supervisor over highly technical positions.

Essential Functions

  • Subject to management approval, serves as the ERP Manager of Human Capital Management, formulating and developing policy and initiating and implementing the detailed work plan for the functional design of the ERP/HCM program for the Department of Innovation & Technology (DoIT).
  • Collects and analyzes project progress reports and status data and ensures project is adhering to the functional design objectives.
  • Serves as spokesperson on matters associated with the ERP/HCM Program.
  • Serves as full line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires four (4) years of progressively responsible administrative experience in human capital management or a closely related field.
  • Requires three (3) years of professional experience supervising highly technical staff.


Preferred Qualifications

  • Five (5) years of professional experience administering an ERP/HCM system, including developing and implementing methods and systems to monitor progress toward attaining goals and objectives of the program.
  • Three (3) years of professional experience in designing and optimizing HR workflows and processes to be effectively managed within an ERP/HCM system.
  • Three (3) years of professional experience developing, establishing, and revising policies, rules, and regulations for ERP/HCM program implementation and governance.
  • Three (3) years of professional experience collaborating with cross-functional teams, including Project Managers and ERP vendors, to assess and prepare for the impact of legacy system interfaces.
  • Extensive knowledge in ERP systems that integrate finance, budgeting, and HR, with the ability to apply best practices to enhance efficiency and compliance.
  • Three (3) years of professional experience collecting, analyzing, and evaluating project progress reports to ensure alignment with ERP/HCM functional design objectives and identifying areas requiring additional study and recommending alternative solutions to meet project goals.
  • Ability to act authoritatively on policy-making issues impacting statewide or large-scale operations related to ERP/HCM functional design.
  • Three (3) years of professional experience participating in executive-level policy discussions, providing strategic counsel, and resolving conflicts or data integrity issues within an ERP environment.
  • Ability to oversee and coordinate the activities of work associates including assigning and reviewing work, providing training and guidance, setting performance goals, and managing daily operational needs.
  • Ability to represent and communicate ERP/HCM program matters to executive leadership and external entities.

  • Requires the ability to work overtime including scheduled, unscheduled, short notice, evening, weekends, and holidays.
  • Requires the ability to serve in an on-call capacity.
  • Requires the ability to work outside of normal hours to meet deadlines.
  • Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
