In this role, you will review and approve requests for modifications to data processing systems which are operational and assigns these maintenance requests to appropriate development Sections. In addition, you will direct technical program budget preparation and controls appropriation of technology expenditures for the Division. Essential Functions

  • Subject to management approval, serves as the System Development & Support Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDOR), planning, managing, and coordinating the activities of a large technical and specialist staff engaged in the maintenance and development of all the various computerized or computer supported tax systems.
  • Plans, manages, and coordinates the activities of a large technical and specialist staff engaged in the maintenance and development of all the various computerized or computer supported tax systems.
  • Participates in program area planning sessions and agency advisory committees for the purpose of developing or implementing department objectives and goals.
  • Serves as full line supervisor.
  • Directs technical program budget preparation and controls appropriation of technology expenditures for the Division.
  • Directs and enforces the use of standard operating procedures, program documentation, hard copy library of production programs and modules, the database standards, and the data dictionary and communications security procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in management information systems, data processing, telecommunications or directly related information technology fields.
  • Requires prior experience equivalent to four (4) years progressively responsible administrative experience in management information systems, data processing, telecommunications or related field in a business or public organization.
  • Requires three (3) years of experience supervising a team of IT professionals in a large IT business or public organization.

Preferred Qualifications

  • Four (4) years of professional experience managing, multi-tier technical teams supporting applications related to tax processing platforms and revenue collection for fiscal processing & tax workflow management.
  • Four (4) years of professional experience engaging with business leaders and tax professionals to address and manage diverse tax types and activities.
  • Four (4) years of professional experience interpreting, implementing, and ensuring compliance with the policies and guidelines outlined in Federal Publication 1075, including safeguarding sensitive information, and adhering to federal security standards.
  • Four (4) years of professional experience interpreting and implementing technical governance frameworks, ensuring adherence to organizational standards, regulatory requirements, and best practices for IT systems and operations.
  • Four (4) years of professional experience reviewing technical specifications and project plans, ensuring alignment with standards, monitoring progress, and prioritizing system modifications to meet agency objectives.
  • Four (4) years of professional experience overseeing staff development processes within an information technology organization, including mentoring technical teams and fostering professional growth in alignment with organizational goals.
  • Four (4) years of professional experience managing procurement and billing processes within an information technology organization, including budgeting, vendor management, contract negotiation, and ensuring compliance with policies and procedures.
  • Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  • Ability to identify administrative problems and implement plans to resolve.
  • Developed verbal and written communication skills to present technical information to others with clarity and precision.

  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
