Overview:
The Deputy Director of Securities performs complex administrative work in planning, coordinating, directing, and evaluating the activities of legal and technical staff; expedites policies and procedures necessary to the administration of Illinois Securities laws.
Duties and Responsibilities:
Position requires a Juris Doctorate degree from an ABA-accredited law school and active membership with the Illinois State Bar, or the Bar of another state that has reciprocity with Illinois; at least ten (10) years of total work experience as an attorney, including at least five (5) years focused on the financial services industry; and at least three (3) years’ experience in managing a large diverse, professional staff.

Duties and Responsibilities:
- Coordinate and supervise the department’s efforts to monitor and investigate claims of financial exploitation of Illinois seniors and other vulnerable persons; implement processes and procedures to comply with Illinois “Safe Senior” legislation once passed; coordinate responses to complaints filed under the “Safe Senior” act; provide outreach to Illinois residents on how to avoid financial exploitation, and how to report such exploitation
- Confers with and advises the Director on budgetary management and status; exercises responsibility for budgetary and fiscal management functions for the department; prepares budget requests; maintains budgetary and fiscal records and files; serves as department liaison with the Budget and Fiscal department; directs records management activities for the department; administers the Illinois Victim Restitution Fund
- Furnishes technical and professional assistance in the handling of the more complex and unusual assignments and is directly responsible for the more difficult assignments; determines that the requirements of Illinois Securities Law in accordance with Securities divisions rules, policies, and interpretations are applied to all applications for registration of securities, authorizations for trading securities, or exemptions of the issuance for the trading in securities
- Revises and evaluations finding, reports, special orders, notices of legal action, legal interpretation letters, registration notices for accuracy and conformance, and makes necessary revisions and recommendations to the Director; devises and develops plans and procedures, revisions of registration forms for coordination with the Federal Securities Acts forms subject to review by the Director; reports suspected violations or irregularities to the Director
- Confers with representatives from agencies of other state and federal agencies in preventing detecting and prosecuting violations of the Illinois Securities Laws; confers with representatives of numerous other state agencies for specialized background information in connection with the securities offerings; performs related work or special research as assigned such as special speeches or lectures given by the Director or by self at industry meetings, interstate or national administrative security conferences
- Performs other duties as required or assigned
- Requires thorough knowledge of modern management practices, techniques and procedures
- Requires thorough knowledge of staff utilization and motivation
- Requires extensive knowledge of modern techniques utilized in program research, development and implementation
- Requires extensive knowledge of effective communications techniques including computer applications
