Duties and Responsibilities:
- Performs extensive liaison duties with physicians and/or clinics to obtain missing information and/or for further clarification on incomplete and/or inaccurate medical reports, i.e., driver information missing, physician’s signature missing, physician’s professional license number missing, no date of completion, illegible/conflicting information, physician failed to provide requested information or did not complete question, etc.; requiring thorough knowledge of health care principles, practices and techniques
- Serves as liaison between the Medical Review unit and the Medical Advisory Board providing professional expertise, technical assistance and any and all materials required to aid the board doctors in reviewing and processing medical cases, assigning board cases to appropriate board doctor, etc.; serves as liaison between the Medical Review unit and Administrative Hearings Department by attending all Medical Hearing cases
- Analyzes and plans for present and projected needs for the statewide medical program in accordance with agency objectives, needs and available resources, including monitoring board case files to ensure board doctors are returning cases in a timely manner, performs overview of individual board doctors assigned casework load and expenditures allocated and amount of money remaining available, contacts board doctors when cases are approaching a delayed return date for status and response, and when it is becoming noticeable that his/her review time on their cases are becoming rather lengthy; provides necessary assistance and/or additional information to board doctor to assist them in processing the case more efficiently; analyzes and determine deficiencies in processes and procedures and formulates new methods to increase efficiency; prepares various administrative reports pertaining to Medical Review Board cases, staffing concerns, new/revised policies and/or procedures, interpretation of existing and proposed laws, regulations, and policies, training needs, etc.; assists in the implementation of new/revised procedures by disseminating information to appropriate personnel and/or through training of staff and Medical Advisory Board Members.
- Provides technical assistance to Medical Unit staff in the interpretation and explanation of medical terminology in order to render a decision on whether a case needs to be sent to the Medical Advisory Board when the case is one that falls outside of the realm of Administrative Rules or standard procedures; review all cases prior to being assigned for Board Review, ensuring adequate information is being provided by Unit staff to the reviewing board doctor to assist in rendering a decision; as required, reviews all outgoing and incoming Panel Review cases for accuracy and completeness; review all incoming cases processed by the Medical Advisory Board to ensure documents are provided and completed properly; forwards to Medical Advisory Board Chairman for signature
- Attends and/or participates in staff meetings to keep abreast of and/or provide information on new/revised programs, policies and/or procedures
- Performs other duties as required or assigned
- Requires licensure as a Registered Nurse in the State of Illinois
- Requires (a) graduation from an approved nursing education program resulting in an Associate or Diploma Degree in Nursing and three years of professional nursing experience; or (b) a Bachelor’s degree in Nursing and one year of professional nursing experience; or (c) a Master’s degree in Nursing
- Requires thorough knowledge of health care principles, practices and techniques
- Requires knowledge of the principles and practices of program management and delivery of health services
- Requires knowledge of methods of compiling, organizing and analyzing data. Requires ability to develop and maintain harmonious and productive working relationships with the medical community, law enforcement, and general public
- Requires ability to exercise independent judgement in applying rules, regulations, policies and procedures
- Requires ability to prepare accurate detailed reports
- Requires ability to communicate complex ideas clearly both orally and in writing
- Requires ability to travel throughout the state to perform assigned duties
- Requires ability to lift/carry up to 10 lbs
