Position Overview
This position is accountable for oversight of all contractual obligations for the operating budget for the district, monitors Court of Claims; process inbound checks and any major account invoices. The incumbent uses analytical tools like Datamart and Excel and also collects and analyzes financial and operational data that will enable district senior financial staff to better evaluate the use of financial resources.

Essential Functions
- Ensure that all inbound checks are process on a timely manner.
- Establishes contractual obligations in the departmental mainframe accounting system in accordance with departmental guidelines.
- Monitors team sections for usage of parts and other inventory for open contracts.
- Reconciles team section work orders with invoices entered in the database.
- Assist with the Quarterly and Annual Commodity Price List audits for the district.
- Assists the Financial Services Manager and Budget Officer with the development of the annual operating budget.
- Processes leases and payment for Central Management Services (CMS) leases.
- Participates in research studies as directed by senior management.
- Gather data and prepares reports utilizing mainframe accounting systems, both FOA and applications such as Access, Excel, and Datamart.
- Monitors and tracks all expenditures submitted by the private building management company for the headquarters facility.
- Monitors and process the Court of Claims requests and ensures that claims are legitimate.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in business accounting, economics, statistics, public finance, or public administration; OR Two years of college plus one year of experience in accounting, economics, statistics, public finance, public administration or a combination thereof; OR Five years of experience in accounting, economics, statistics, public finance, public administration, or a combination thereof.
Preferred Qualifications
- Ability to apply analytical procedures and techniques in formulating solutions to problems.
- Proficiency in mathematics (adding subtracting, multiplying, divisions, percentages).
- Knowledge of applications such as Microsoft Excel, Access, and mainframe accounting systems.
- Ability to apply analytical skills in gathering and analyzing data to perform various accounting functions.
- Ability to develop and maintain good relationships with employees, agency officials, and the general public.
- Ability to process payment checks, accurately enter data, excellent organizational skills, and conduct annual commodities inventory within deadlines.
- Strong oral and written communication skills.
