Deputy Chief Technology Officer- Network Services (SPSA Opt. 3)

Essential Functions

• Subject to management approval, serves as the Deputy Chief Technology Officer- Network Services, for the Department of Innovation & Technology (DoIT), in developing and implementing policy for the management and direction of the state's network and broadband services. 
• Serves as a policy-making official, formulating, implementing, and interpreting policy for the total management process of Network Operations which has a statewide impact and acts authoritatively on policy-making issues impacting agency management and statewide agency operations.  
• Administers the DolT Communication Management Center and the Regional Technology Centers responsible for supporting and maintaining the State of Illinois' area wide network and Illinois Century Network through subordinate managers and private vendors while ensuring that monitoring diagnostics and problem resolution are conducted in an efficient and timely manner in compliance with industry standards and indices. 
• Serves as full-line supervisor. 
• Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
• Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. 
   

Minimum Qualifications

• Requires a Bachelor’s Degree in management information systems, information technology, computer science, or a directly related Information Technology field.  
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization.  
• Requires four (4) years of professional experience in policymaking, strategic planning, and IT solutioning for large scale computer systems and platforms. 
• Requires four (4) years of professional experience supervising a large team of IT professionals.  
   

Preferred Qualifications

• Ten (10) years of professional experience leading network operations, including managing statewide or large-scale network infrastructure, directing network engineering teams, and overseeing the implementation, maintenance, and optimization of multi-agency and multi-jurisdictional networks. 
• Ten (10) years of professional experience leading statewide or large-scale network and broadband operations, including strategy development, policy implementation, and service optimization. 
• Four (4) years of professional experience in developing, implementing, and interpreting departmental policies and procedures for statewide network operations, ensuring compliance with legislative mandates, regulatory requirements, and agency objectives. 
• Four (4) years of professional experience in budget management, including developing and justifying budget proposals, monitoring expenditures, optimizing resource allocation, controlling budgetary priorities, and ensuring cost-effective network operations and technology investments.  
• Four (4) years of professional experience in high-level policy decision-making, including advising executive leadership, formulating strategic initiatives, and driving the implementation of network and broadband policies with statewide impact. 
• Ability to develop and implement network monitoring, incident management, and change management procedures to minimize downtime, enhance performance, and ensure efficient problem resolution in alignment with industry best practices. 
• Ability to establish and maintain effective working relationships with internal teams, client agencies, vendors, and stakeholders to drive collaboration, align network strategies, and ensure seamless service delivery.  
• Ability to serve as a senior IT spokesperson, negotiate contracts, manage vendor relationships, and coordinate cross-agency collaboration to drive the successful implementation of network and broadband initiatives.  
• Extensive knowledge of LAN, WAN, and VoIP technologies, including their design, implementation, and optimization for efficient and secure network operations. 
• Extensive knowledge of network security and compliance, including implementing and maintaining security measures, adhering to industry regulations (ITIL, NIST Cybersecurity Framework), and ensuring the integrity, reliability, and resilience of network services.

• Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine. 
• Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the
• Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
