Position Overview:
The Department of Healthcare and Family Services, Division of Child Support Services is seeking to hire a highly qualified and motivated professional to join our Personnel team in the role of Human Resources Representative. The ideal candidate will have excellent communication, organizational, and analytical skills to be successful in evaluating the operations of Personnel implementing objectives for improvement, while maintaining working relationships with other governmental professional organizations.

Essential Functions
- Under direction, completes professional human resources assignments
- Interprets agency and personnel rules and provisions of employment
- Confers with division executive and supervisory staff in coordinating the application of rules and regulations relating to various personnel transactions (vacancies, postings, disciplinary procedures, evaluations, salary adjustments, job assignments, contract interpretations, employee insurance, worker’s compensation, labor relations, implementation of Equal Employment Opportunity procedures, etc.)
- Coordinates, manages, and reviews timekeeping records for division employees
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualification
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college and one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
Preferred Qualifications
- One (1) year of professional experience preparing human resources transactions relating to the hiring process. Examples include applications and collective bargaining agreements
- One (1) year of professional experience working with a Personnel Code, Rules, Pay Plan and Collective Bargaining Contracts or similar rules for a public or private organization
- One (1) year of experience working in a professional environment handling sensitive and confidential information with professionalism
- One (1) year of experience working with computer applications systems such as: Microsoft Word, Excel, or PowerPoint
- One (1) year of professional experience articulating human resources information in descriptive terms to others not versed in the personnel field
- One (1) year of professional experience working for a state agency, or similar public or private organization
Conditions of Employment
- Requires the ability to pass a national background check prior to employment due to accessing confidential federal tax information
- Requires the ability to maintain and utilized state issued equipment such as a laptop
