Essential Functions

  • Subject to management approval, serves as the Job Service Supervisor for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Employment Security (IDES) planning, developing, recommending, and implementing solutions for various systems Benefit and Job Service Systems.
  • Serves as working supervisor.
  • Plans work schedules and sequence of operations to ensure an even flow and distribution of work, the expeditious handling of system change requests and adherence to schedules and deadlines.
  • Responds to all operational production problems for the Benefit/ Job Service Systems through the assignment of tasks and, if necessary, personal involvement.
  • Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
     

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing or telecommunications or directly related fields.  
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.

Specialized Skills

  • Requires three (3) years professional experience planning, developing, recommending, and implementing solutions for application systems to enhance functionality, efficiency, and performance.
  • Requires three (3) years professional experience in the design, development, maintenance, and enhancement of mainframe and PC-based applications, including Illinois Benefit Information System (IBIS), Interstate Connection Network (ICON), New Hire Reporting, and Illinois Joblink systems. 
  • Requires three (3) years of professional experience applying system development life cycle (SDLC) methodologies to design, develop and implement high-quality programming solutions. 
     

Preferred Qualifications (In Order of Significance)

  • Three (3) years professional experience planning, developing, recommending, and implementing solutions for application systems to enhance functionality, efficiency, and performance.
  • Three (3) years professional experience in the design, development, maintenance, and enhancement of mainframe and PC-based applications, including Illinois Benefit Information System (IBIS), Interstate Connection Network (ICON), New Hire Reporting, and Illinois JobLink systems or similar. 
  • Three (3) years of professional experience applying system development life cycle (SDLC) methodologies to design, develop and implement high-quality programming solutions. 
  • Three (3) years of professional experience in the maintenance and development of Java-based batch processes and data access layers using JDBC, SQL, and persistence frameworks to ensure efficient data processing, retrieval, and storage for enterprise applications.
  • Three (3) years of professional experience supervising a team of IT professionals in a business or public organization.
  • Three (3) years professional experience managing system change requests while ensuring timely completion of tasks and adherence to project deadlines. 
  • Three (3) years professional experience troubleshooting technical issues, implementing effective solutions, and ensuring the successful operation of systems.
  • Working knowledge of management principles, applied research methodologies and systems modeling for effective decision-making and process optimization. 
  • Ability to develop and manage an operational subsystem of a management information system to resolve management problems through effective computer applications.
  • Demonstrated verbal and written communication skills with the ability to convey information clearly and effectively to diverse audiences.

  • Requires an on-call capacity.
  • Requires the ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends, and holidays.
  • Requires appropriate, valid driver’s license and the ability to travel in performance of duties with overnight stays.
