ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation. 

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Essential Functions

Under the authority and responsibility delegated by the Director-Administrative Services, and in accordance with the Procurement Code, Administrative Code, policies and procedures set forth by the Chief Procurement Office and the Department of Central Management Services, as well as the ICC’s internal policies and procedures, serves as the Agency Procurement Officer; performs highly responsible and complex managerial and supervisory functions in directing the activities of the Procurement section of the Administrative Services Division; plans and directs agency personnel involving the procurement of goods and services in accordance with all applicable Procurement statutes, Administrative Rules, and policies and procedures; conducts and coordinates Requests For Proposal, Requests For Information, Invitations for Bid, and other formal and informal Procurement Processes; prepares the annual plans and reports relative to the Commission on Equity and Inclusion's Business Enterprise Program, Small Business Set Aside Program, Domestic Products Act Compliance Report, State of Illinois Buying Plan, etc.

 

1.Serves as the Agency Procurement Officer acting authoritatively as policy formulating administrator of the ICC in planning. directing. implementing and administering all Department-specific procurement functions; serves as an expert authority in the planning and development of all aspects of policy for the sourcing of all procurements specific to the ICC; works with Agency Users and executes Public Bid procurements including Invitations For Bid (IFB) and Requests For Proposal (RFP) for procurements as required by Illinois Procurement Code; procures goods and services for Central Office, Public Utility and Transportation divisions; assists and oversees procurements for all agency divisions to ensure use of the appropriate procurement method; reviews, approves, and maintains agency procurements in BidBuy and contract documents for execution for Agency Director.

2.Supervise and direct staff of the Procurement Section. Assign work, approve time off, provide adequate training and mentoring support to effectively create an efficient and morale building team environment. Evaluate the performance of subordinate staff. Evaluate the functions and duties on a periodic basis and recommend process changes, internal control enhancements, and position adjustments as necessary. Helps revise and implement policies, standards, and procedures for all Procurement operations within the general policy framework of the Administrative Services Division, regarding planning for future initiatives and the future direction for operations in relationship to legislative mandates; maintains clear, effective communications within the Division to work cooperatively with others.


3.Serves as agency liaison with the Commission on Equity and Inclusion and the Chief Procurement Office regarding Small Business Set Aside (SBSA) program and Business Enterprise Program (BEP); prepares the annual compliance plans and reports relative to Business Enterprise Program for Minorities, Females and Persons with Disabilities, Small Business Set Aside Program, Domestic Products Act Compliance Report, etc.


4.Assists FIS with monitoring the appropriations and expenditures of approved Procurement and Purchasing budgets in the areas of: commodities, equipment, contractual services, information technology, and telecommunications; confers with the Director – Administrative Services Division, makes recommendations, or approves requests made to the Director – Administrative Services Division, as designee. Enters contract obligations into SAP.


5.Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college.
  2. Requires working knowledge of Illinois Procurement Code, and three (3) years of progressively responsible experience in the following: 
    • three (3) years of professional experience working with procurement systems, including but not limited to BidBuy, Systems Application and Products Supplier Relationship Management (SAP SRM), and the Illinois Procurement Gateway
    • three (3) years of professional experience creating, managing, negotiating, and executing Invitation for Bid (IFB) and Requests for Proposals (RFP)
    • three (3) years of professional experience working with a Business Enterprise Program.                                                                                                                                                                                                          

Preferred Qualifications

  • College courses in business, management, or public administration
  • extensive knowledge of agency programs and service objectives, policies, activities and operational systems;
  • Three (3) years' experience supervising professional staff.
  • Extensive knowledge of staff utilization and employee motivation;
  • Extensive knowledge of labor and employment development; the ability to analyze administrative problems and adopt an effective course of action; the ability to develop, install and evaluate new and revised methods, procedures and performance standards;
  • Extensive knowledge of the personal computer and its related software applications and programs; the ability to exercise judgment and discretion in developing, implementing and interpreting agency policies and procedures;
  • Ability to anticipate needs and cost of personnel, space, equipment, supplies and services; superior written and verbal English communication skills; and the ability to apply human relation skills in interaction with agency management.
  • Extensive working knowledge of MS Office products including Outlook, Word, and Excel
