Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as the MCH Title V Block Grant Coordinator. Administers the Illinois Title V Block Grant. Manages Illinois' Title V Block Grant; reviews MCH data and identifies areas requiring additional attention. Identifies and engages key stakeholders in Title V programs and initiatives. Advises Division Chief on progress of Title V programs and recommends areas of improvement as well as new opportunities. Represents Illinois Title V through presentations and in meetings. Serves as supervisor for Title V program staff. Provides grantee technical assistance. The MCH Title V Block Grant Coordinator serves as liaison to the general public, state and federal agencies, and other key organizations regarding OWHFS and IL Title V activities.

Essential Functions

  • Manages Illinois' Title V Block Grant which consists of monitoring changes in Title V Block Grant guidance.
  • Reviews maternal and child health data and identify opportunities for additional programs.
  • Identifies and engages key stakeholders in Title V programs and initiatives.
  • Develops and organizes presentations at meetings and/or conferences with critical external and internal partners.
  • Serves as working supervisor.
  • Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • A Master’s degree in public health, epidemiology or related field.
  • Three (3) years’ experience managing professional staff.
  • Three (3) years’ experience in maternal and child health.
  • Three (3) years’ experience with the Title V Block Grant.
  • Three (3) years’ experience in program development and management, data analysis, fiscal management and strategic planning.
  • Three (3) years’ experience coordinating and communicating with external stakeholders.
  • Two (2) years’ experience with Microsoft Office products (i.e., Word, Excel, Power Point and Outlook).
