Job Responsibilities
1. Under direction from the unit supervisor, reviews requests for new or amended radioactive material licenses, radiation protection plans, procedures and facility designs to assure compliance with appropriate standards:
• Performs health physics calculations.
• Contacts the applicant for clarification of, or additional information for, the application.
• Performs licensing visits as necessary and determines when applications meet Agency standards and requirements.
• Serves as a resource and performs training for fellow license reviewers in materials licensing, incident response and decontamination procedures.
• Prepares licensing documents authorizing use of radioactive material, including the necessary radiation safety conditions to ensure compliance with regulations and adequate public and worker protection.
• Travels for the completion of required U.S. Nuclear Regulatory Commission training courses and to participate in Agency training and emergency response exercises.
2. Maintains both the registered and unregistered generally licensed device databases:
• Acts as the primary point of contact for inquiries, programmatic requirements, data integrity and regulatory compliance regarding the general licenses specified in 32 Ill. Adm. Code 330, Subpart B.
• Maintains and tracks appropriate records pertaining to financial assurance for generally licensed devices.
• Reports to the Licensing Unit and Inspection & Enforcement Unit supervisors any reportable incidents and facilitates appropriate enforcement action.
• Assists in annual fee assessment.
• Initiates, tracks and processes data received in response to Agency requests for information regarding general licenses.
• Reviews and processes reports received from manufacturers and distributors.
3. Under direction from the Licensing Unit Supervisor maintains the License Verification System and National Source Tracking Systems:
• Through supervisory channels, responds to inquiries and data requests from the U.S. Nuclear Regulatory Commission.
• Performs duties associated with verifying applicable licensees comply with the annual inventory reconciliations requirements in 32 Ill. Adm. Code 330.950(h).
4. Performs the duties of assigned team position on the Radiological Response Group and remains available for callback during emergency conditions at nuclear facilities or other radiological incidents.
5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of a bachelor’s degree with major course work in physics, chemistry, engineering, or mathematics and preferably including course work in nuclear sciences.
2. Requires three (3) years of professional experience in the practice of health physics, radiochemistry, environmental safety, or related field.
Preferred Qualifications
1. One (1) year of productive work experience licensing the use of radioactive materials.
2. One (1) year of working experience interpreting compliance with applicable state and federal regulations regarding the use and security of licensed radioactive materials.
3. One (1) year of work experience applying radiation protection standards, performing radiation measurements, or assessing radioactivity in the environment.
4. One (1) year of work experience preparing technical reports to document investigations, sample results or other technical subjects.
Conditions of Employment
1. A criminal history check with the Illinois State Police.
2. Ability to use state-issued equipment such as cell phone, laptop, etc.
3. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
