JOB TITLE: Proposal Manager
REPORTS TO: President
SUMMARY
The Proposal Manager serves as a technical writer on behalf of the company and ensures proposals are written as requested or required by customers, including proposals submitted to prime contractors/subcontractors, government customers, and private contractors or subcontractors. Contract types can include firm fixed price, T & M, IDIQ, or as requested.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Manage the proposal process and all deliverables
- Responsible for the proposal writing process.
- Collects, synthesizes, and presents in written format, all proposals for submission.
- Ensures the data collection process and data presentation in proposals is accurate, thorough, and complete.
- Collaborates with stakeholders and ensures the strategies and goals of the company are creatively presented in proposals to ensure our capabilities to perform to the proposal are clear.
- Follow technical specifications of the RFP, ensuring proposals are accurately submitted.
- Collect historical data, current operational data, and future forecasted data about our operations and synthesize the information into proposals as required or requested.
- Conduct research of any topics required to gain full understanding of scopes of proposals, including historical data about the type of work, market dynamics, or other information to assist the team in generating complex proposals.
- Collaborate with leadership teams, project management teams, estimating and planning departments and others as necessary to gather necessary inputs throughout the proposal writing process.
- Analyze bid scope, review with customers as required.
- Maintain a library of proposal templates, previous submittals, and key data sets.
- Ensure proposals clearly articulate the information, are competitive, and persuasive.
- Monitor proposals after submission and respond to requests from customers as necessary.
- Create and manage proposal schedules and timelines.
- Work closely with Program Managers and Business Development teams.
SUPERVISORY RESPONSIBILITY
Indirectly supervise key stakeholders during the proposal writing process
KNOWLEDGE, SKILLS, AND ABILITIES
- Proficient with the Shipley proposal process
- Knowledge of the government acquisition process
- Knowledge of all Far and Dfars contract requiments
- Proficient with Microsoft Office Suite of products, particularly Excel and Word
- Ability to synthesize and analyze complex and diverse information
- Identify, troubleshoot and resolve critical issues in a timely manner
- Excellent interpersonal communication skills
- Ability to delegate work assignments, give authority to work independently, and monitor final output
- Ability to inspire and motivate others to achieve organization-wide goals
- Knowledge of project management processes and methodologies
- Knowledge of supply chain management process
- Knowledge of budgeting process and trends related to forecasting of cost estimates
EDUCATION AND EXPERIENCE
- Bachelor's degree or equivalent experience is a plus.
- Minimum of 5 years of successful experience writing proposals for government, ship repair facilities, general and subcontractors. Experienced proposal writing in U.S. Navy ship repair operations is a plus.
WORKING CONDITIONS
- Most work performed in an office setting. May require shipyard or shipboard on site activities.
