Summary You will serve as a SUPERVISORY PROGRAM ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will serve as the principal advisor on planning, programming, budgeting and execution activities related to Navy installations and infrastructure management. You will develop program assessments and long-range strategies to optimize resources allocation and address disconnects between current and projected capabilities. You will supervise and manage a diverse workforce, including setting priorities, identifying training requirements, and improving business practices. You will evaluate and recommend legislative and policy changes to align programs with strategic objectives and respond to Congressional inquiries. You will provide expert technical advice on resolving complex issues related to infrastructure recapitalization, environmental compliance, and program management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Demonstrating experience serving as a principal advisor on planning, programming, budgeting, and execution (PPBE) efforts for facility investment, base operations support, and force protection-related requirements. 2) Developing program plans that assess capabilities, identify disconnects, and recommend alternate courses of action to address critical requirements and resource constraints. 3) Providing expert technical advice and policy assessment for Navy programs related to installation infrastructure recapitalization, environmental compliance, and quality of service programs. 4) Supervising workforce operations, setting and adjusting priorities, identifying training needs, and implementing solutions to improve productivity and business practices. 5) Coordinating responses to Congressional inquires and evaluating legislation and policy statments to recommend program adjustments with consideration of long term impacts.
