ABOUT IMPACT HEALTH
Impact Health is an Asheville-based nonprofit leading Western North Carolina’s participation in North Carolina’s Healthy Opportunities Pilot. HOP is a groundbreaking initiative that uses Medicaid funding to support social drivers of health across four key domains: food, housing, transportation, and interpersonal safety and toxic stress. The pilot’s aim is to improve health outcomes for NC Medicaid members who could benefit most while reducing overall healthcare costs.
Impact Health supports a network of more than 50 human service organizations (HSOs) by:
- Serving as a bridge between the state, private health plans, care managers and other HSOs.
- Building organizational capacity through financial support, training, and technical assistance.
- Assisting with Medicaid billing, data collection and evaluation efforts.
- Convening pilot entities to share best practices.

SUMMARY
Reporting to the CEO, the Human Resources Manager (HR Manager) provides strategic leadership and development to annual plans and budgets that inform Impact Health’s employment experience and well-being through intentional and meaningful employer programs. They create and manage talent acquisition and recruiting strategies, performance management, compensation and benefits programs, employee relations and engagement, Human Resources Information Systems (HRIS) monitoring, professional development, and compliance with federal, state, and organizational regulations, laws, and policies.
The HR Manager is responsible for directing and performing HR-related duties efficiently and effectively, working closely with Impact Health’s leadership and staff to support Impact Health’s strategic initiatives and objectives.
The manager will be a reliable, thoughtful, and concise communicator with experience fostering a safe, creative, and healthy workplace where everyone can thrive. They will be vital in shaping and fostering a positive organizational culture that promotes employee engagement, recognition, and diversity, equity, and inclusion. RESPONSIBILITIES & DUTIES
Talent & Performance Management
- For all stages of employment, from recruitment and hiring through employment milestones, develop and implement a comprehensive strategy aligned with an employee-centric focus. Identify, implement, and improve best practices for employees that support the organization's mission and strategic goals.
- Lead the hiring process; including partnering with hiring managers to define role requirements, develop job descriptions, and establish hiring criteria; conduct initial screening interviews, assess candidate skills and qualifications, and present top candidates to hiring managers; plan and schedule participants; and ensure a consistent, positive candidate experience.
- Oversee and maintain a robust onboarding program to seamlessly integrate new hires into the company culture and roles. Collaborate with cross-functional teams to ensure new employees receive the necessary training and support.
- Craft and implement performance management (philosophy, standards, cadence) connected to goals and objectives and necessary employee training for a successful launch.
- Collaborate with leadership on organizational design to establish career pathways and succession planning frameworks.
Employment Experience
- Manage employee lifecycle processes, including but not limited to role descriptions, performance management, employee relations, benefits administration, and leave administration.
- Maintain a compensation philosophy and benefits program informed by the CEO, with a focus on creatively leading the local market when possible.
- Advise and assist managers using survey data and benchmarks to recommend salaries, position classifications, and compensation adjustments to ensure all team members are compensated fairly and equitably (including salary, benefits, and title). Lead market benchmarking and pay equity analysis.
- Design, implement, and maintain an equitable professional development process for all employees by collaborating with leadership and managers to ensure growth opportunities are accessible, transparent, and aligned with organizational goals
- Collaborate with leadership to address employee concerns and foster a culture of open communication.
Compliance & Policy Management
- Ensure organizational compliance by remaining updated and knowledgeable on federal, state, and local labor laws in all areas.
- Develop, maintain, and update HR policies and procedures to reflect changes in regulations and organizational needs.
- Oversee training and acknowledgment of updates to, or implementation of, new employment policies and the maintenance and tracking of employee records with respect to policies.
- Support and execute employee relations cases, including investigations and resolution processes, ensuring consistency and fairness.
HR Operations
- Responsibility for the full functionality and utilization of the HRIS platform, including future updates, integrations, or migrations.
- Oversee vendor management for HR functions and resources. Monitor relationships, key performance indicators, and vendor onboarding and offboarding as necessary. Research additional resources and vendors as they emerge to support organizational programs. Engage and deploy outside legal counsel and consultants as needed.
- Manage HR analytics and reporting to inform leadership decision-making and organizational strategy.
Leadership Presence
- Serve as a role model for professionalism, collaboration, and integrity.
- Display strong leadership by fostering a culture of accountability, respect, and continuous improvement across all HR activities.
- Collaborate with finance and operations teams to align payroll, benefits, and HRIS systems for seamless functionality.
- Serve as part of the Executive Leadership Team offering strategic guidance for people operations.
QUALIFICATIONS & SKILLS

Experience
- Bachelor’s degree in human resources, Business Administration, or related field.
- 5 years of experience in employee lifecycle management, with a strong focus on recruitment, development, retention, and engagement, preferably in a fast-paced environment.
- 3 years of experience in nonprofit management or related fields.
- PHR, SPHR, SHRM-CP, or SHRM-SCP certifications strongly preferred.
- Proficient in HRIS platforms like Paycor, Outlook, Slack, Asana, and related systems.
- Proficiency in strategic planning and implementation.
- Expertise in utilizing applicant tracking systems (ATS) and other recruitment tools.
- Strong understanding of employment laws and compliance requirements.

WORKING ENVIRONMENT
This position is hybrid, working in a home/office environment with occasional visits to the office and external sites. Annual travel for this role is: minimal, less than 10% of time. Applicants must be committed to living within and performing hybrid work from the 18-county region we serve.
This position requires frequent sitting, standing and occasional walking; occasionally lifts objects weighing up to 10 pounds. This position requires manual dexterity sufficient to operate phones, computers, and other office equipment. This position requires the visual ability to work in front of a computer screen for prolonged periods of time. This person must speak clearly using the English language to accurately convey information and be able to hear at normal speaking levels both in person and over the telephone. The employee must be able to receive and understand written and oral communication and give written and oral instructions.
WHAT WE OFFER
This position is a full-time, salaried, exempt role. The salary range is $80k - $90k. The starting salary will be vetted through the interview process, which is commensurate with experience. All full-time team members can take part in a broad offering of competitive benefits, including:
