The Director of Operations & Drumming is responsible for the overall performance of the operations and drumming departments. This position is responsible for department safety performance, facility operations, ensuring regulatory compliance, budget preparation, training compliance, emergency response, maintenance, and engineering support.
Responsibilities
  • Manage the day-to-day operations of the Drumming and Operations facility. Establish and maintain procedures and work routines for an efficient, safe, and cost-effective operation.
  • Coordinate and manage product transfers in the facility. Monitor and manage traffic at the facility with respect to loading and unloading of vessels, barges, rail cars and trucks.
  • Manage all product-handling functions and administer company policy and procedures as they relate to the facility operations and drumming. Assure proper documentation and record keeping of the operations and of the product inventory.
  • Institute and maintain the drumming warehouse inventory program in close coordination with customers and users of the warehouse. Assure proper reporting of warehouse inventories.
  • Assist in developing and maintaining a safety oriented and environmentally responsible operation. Develop and maintain a safe work permit system, lock-out / tag-out procedures and other necessary programs to minimize operational and maintenance risks.
  • Manage a “shuttle truck operation” shuttling product between the chemical production plant and the GLC.
  • Ensure the availability and operability of terminal product, fire, utility, wastewater, and storm water systems. Closely coordinate maintenance, regulatory and EH&S aspects of named systems with the other Department Directors.
  • Assist in developing and maintaining the facility “Emergency Response Plan”, the “Risk Management Program”, the “Process Safety Management Program”, the “ISO 9000 Quality Control Program” and the “Facility Security Plan”.
  • Manage the organization of the Operations Department, including a 24x7 shift rotation system for operators and an 8x5 truck and rail operation. Ensure the availability of operations personnel for emergency response duties as required.
  • Manage the organization of the Drumming Department which includes multiple 8x5 shifts. Ensure the availability of drumming personnel for emergency response duties as required.
  • Closely coordinate the day-to-day operation of the drumming facility with the operation of the bulk tank terminal with respect to piping, pumps and other equipment that may be shared.
  • Recommend and administer discipline within the Operations and Drumming Department as needed.
  • Maintain a detailed knowledge of all operational functions. Review and recommend modifications and changes in the facility's equipment and/or procedures when necessary. Prepare “Root Cause Analysis”, participate in “HAZOP Studies” when necessary and manage the process of change.
  • Make recommendations for future expansion projects with reference to adequacy, safety, and operability.
  • Manage the integration of terminal expansion projects in the day-to-day operations. Act as liaison between terminal staff and construction-project staff. Manage the commissioning of new systems and equipment.
  • Monitor and be accountable for the Operations and Drumming Budget.
  • Develop and maintain a training program for the Operations and Drumming Department personnel.
  • Represent the terminal with regulatory agencies and customers as needed.
  • Coordinates with Facility Directors.
Education and Experience
  • Bachelor’s Degree preferred
  • Operational, Marine, Industrial or Technical College Education considered.
  • Extensive experience in petroleum and/or chemical bulk logistics.
  • At least 8 years of operational, supervisory/management experience.
  • Valid Driver’s License
  • TWIC (Transportation Workers Identification Credentials) for access to IMTT’s terminal locations.
Skills and Abilities
  • Clear and concise written and verbal communication skills in the English language.
  • Ability to understand written and verbal communication in the English language.
  • Ability to make decisions in a variable environment.
  • Knowledge of basic mathematics (addition, subtraction, multiplication, division, and fractions).
  • Capable of leading the terminal emergency response organization.
  • Proficient in the use of computers and familiar with common use office software.
  • Professional safety training.
Hours of Work
  • Typical hours of operation are Monday through Friday.
  • This position requires the ability to perform overtime and occasional weekend work as job duties demand.
  • Occasional travel may be necessary, sometimes with little or no advance notice.

  • This job operates in a professional office environment as well as the outside environment where temperatures routinely reach 95 to 100 degrees Fahrenheit in the summer.
  • This role routinely uses standard office equipment such as computers and smartphones.
  • While performing the duties of this job, the employee is regularly required to talk or hear.
  • This would require the ability to lift up to 25 pounds, bend, stand, or stoop, as necessary.
  • Ability to perform climbing, bending, stooping, kneeling and moderate lifting.
  • Must be able to work in confined spaces, over water and not be afraid of heights.
  • Ability to wear and use a respirator and PPE.
  • Because the facility and adjoining facilities handle hazardous materials, the labor force must be able to evacuate quickly from any location of the facility without assistance in an emergency.
