This position serves as a General Engineer who supports the operation of the health care facilities within the Pine Ridge Service Unit Facilities Department in Pine Ridge, SD. The incumbent coordinates planning, project development, construction and equipping of new and existing facilities being built, renovated and repaired. The position reports to the Supervisory General Engineer.

Qualifications:

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):

A. Degree: Engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. A combination of education and experience: -- college-level education, training, and/or technical experience as evidenced by one of the following:
  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A above.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Applicants who meet the Basic Requirements described above are qualified for the GS-05.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below for the grade levels identified.

MINIMUM QUALIFICATIONS:

GS-07: One year of specialized experience performing the following type of work: knowledge of engineering principles, methods, and techniques; knowledge of energy conservation and computer maintenance management systems; skill in design and construction activities for healthcare facilities.
Or a bachelor's degree in an engineering program with Superior Academic Achievement.*
Or completion of at least one full year of graduate level education in engineering or a related field.
Or a bachelor's degree in engineering AND 12 months' work experience as a technician equivalent to the GS-5 grade level or higher.
Or completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering.

GS-09: One year of specialized experience performing the following type of work: experience directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and performing engineering duties concerned with the design, repair, and buildings and HVAC controls, utilities and related systems.
Or a master's degree in engineering or a related field or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree in engineering or a related field.
Or a Bachelor's degree in an engineering program with Superior Academic Achievement* AND 1 year of appropriate professional experience.
Or completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND 1 year of appropriate professional experience.
Or a combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. Qualifying graduate education must be in excess of 18 semester hours.

*One of the following three needs to be met for Superior Academic Achievement: (1) Class Standing- upper third of the graduating class. (2) Grade-Point Average- 3.0 or higher out of a possible 4.0 as recorded on official transcript, or based on courses completed during final 2 years of curriculum; OR 3.5 or higher out of a possible 4.0 based on average of required courses completed in major, or required courses in major completed during the final 2 years of curriculum. (3) Honor Society Membership- election to membership in a national scholastic honor society.

You must meet all qualification requirements by the cut-off date to be considered.

Responsibilities:

  • Coordinates the implementation of a Computer-Aided Design program.
  • Initiates drawings, specifications, on routine and moderately complex projects.
  • Reviews testing or observational data and develops and advises on the scope of operation, modification, and repair of facilities.
  • Visits service unit sites to obtain specified information on condition of existing structures.
  • Develops engineering proposals, designs and statements of work for facilities to be modified or repaired.
  • Provides engineering oversight of facility repair and/or construction projects and serves as Contract Officer's Representative for assigned contracts.
