FOREMAN - TRAFFIC OPERATIONS:
This position supervises skilled and semi-skilled workers engaged in activities associated with sign shop, sign crew, marking crew, and signal cable locators. Assists in the planning, scheduling, and continuous process improvement of Traffic Operations. This is a skilled position working under the general supervision of the Traffic Operations Manager.
- Reviews and monitors work order and record keeping system
- Ensures compliance with the county and other applicable requirements
- Establishes maintenance of traffic for each crew and ensures that the plan is being implemented properly.
- Analyzes and resolves work problems or assists workers in solving problems.
- Coordinates with Traffic Operations Manager and Fleet to schedule repairs and maintenance of equipment and complete regular inspection of vehicles
- Working with County Traffic Engineer and the Traffic Operations Manager to develop and maintain standard operating procedures
- Working with the Traffic Operations Manager and/or County Traffic Engineer to establish a schedule for maintenance and repairs of traffic management devices within the County.
- Coordinates and supervises the assigned staff on daily work schedules related to the maintenance and installation of new non-signalized traffic control devices, pavement markings, emergency call outs, and special assignments.
- Reviews and monitors safety equipment and correct safety procedures
- Participates in the County's on-call program.
Education/Experience:
High school graduate / GED. Supplemented by a minimum of four years of experience as a crew leader, foreman, or supervisor and one year of experience in traffic operations or a closely related field.
Licenses, Certifications, or Registrations:
- Must possess a valid Class E Florida Driver's License.
- Must possess, or obtain within six months of hire, an FDOT approved Temporary Traffic Control (Maintenance of Traffic) Intermediate Certificate
- Must possess, or obtain within one year of hire, an FDOT approved Temporary Traffic Control (Maintenance of Traffic) Advance certificate.
- Must possess or obtain within six months of hire IMSA Signs and Pavement Markings Technician Level 1 certification.
Knowledge, Abilities, and Skills:
Knowledge of effective supervisory techniques
Knowledge of safety rules and safe operating procedures
Knowledge of County, State, and Federal regulations.
Knowledge and use of various traffic equipment, including personal computers, and specialized software.
Knowledge of methods, materials, and equipment used in traffic operations.
Knowledge of new practices and developments in the field of traffic engineering.
Ability to plan, organize, lay out, and review the work of technical and maintenance staff.
Ability to read engineering plans and drawings.
Ability to work near vehicular traffic.
Ability to communicate effectively, both orally and in writing.
Ability to interface with the county and municipal officials and the public.
Ability to establish priorities for repair.
Ability to manage and supervise subordinate staff.
ENVIRONMENTAL CONDITIONS:
Work is performed indoors and outdoors. Periodic site visits are required, which will involve working outdoors with exposure to heat, dust, and inclement weather conditions.
