Indian River County
This position involves the use of planning skills and expertise in both independent and team settings. Responsibilities will focus on development project review, although cross-training and other responsibilities may involve a variety of planning tasks. This is a fully trained professional position in the Planning Department.
- Review a variety of development application types including, site plans, subdivisions, planned developments, and rezonings.
- Ability to prepare and present staff reports and documents/studies to committees, boards, and the public.
- Coordination with other County departments, state and federal agencies, and other regulatory bodies.
- Coordination and communication with applicants, developers, property owners, and the general public on both short-range and long-range planning matters.
- Conducting planning-related property reviews, including the collection/analysis of data for plans and studies.
- Preparing, updating, and maintaining comprehensive plans.
- Processing comprehensive plan amendments and rezoning applications, and comprehensive plan evaluation and appraisal reports.
- Administering the County’s concurrency management system.
- Administering various local/state/federal grant programs.
- Performing Planner-of-the-Day functions.
Education and Experience:
Principal Planner: Master’s degree in planning or a closely related field from an accredited university supplemented with seven years of professional planning experience.
Senior Planner: Master’s degree in planning or a closely related field from an accredited university supplemented with two years of professional planning experience.
Licenses, Certifications or Registrations:
- Valid Florida driver's license.
- AICP preferred.
Knowledge, Abilities and Skills:
Knowledge of planning principles and practices.
Knowledge of development review.
Knowledge of economics, municipal finance, and sociology as applied to public planning.
Knowledge of and experience with ARC Info/ARC view and other widely used office software.
Ability to present ideas and findings clearly and concisely in written, oral, and graphic form.
Ability to establish effective working relationships with division heads, outside agencies, and the general public.
Ability to direct and participate in complex planning studies or elements thereof, and to analyze information and formulate substantive recommendations based upon such studies.
Ability to interpret laws, rules, and regulations relative to County planning.
Ability to direct work of others and present ideas and findings clearly and concisely in written, oral, or graphic form. Typing/keyboard skills.
