General Statement of Duties:

The Chief Information Officer is responsible for the vision and leadership of developing and implementing technology, communications, clinical applications and data services that improve the health and service quality and business development of OrthoIndy. The CIO plans, organizes and strategically directs the activities of the information technology and health information management functions of the organization. The CIO upholds appropriate technology and data standards, processes, security and policies.

Essential Duties:

  1. Leads the development of the electronic medical records (EMR) system strategies and tactical plans. Responsible for assessment of needs and implementation of strategies to link practice guidelines to the practice-based EMR systems. Develops and implements EMR systems into all patient settings.. Maintains knowledge of the electronic medical record system and all other software applications that are used to ensure medical record compliance. Evaluates software and other tools that will aid staff in completing their duties in an efficient manner. Provides or obtains system access for staff as needed. Responsible for overall planning, development and implementation of healthcare information programs, products, and services, particularly to address the clinical needs of patients and to support the practice of clinical staff.
  2. Reviews departmental performance and ensures compliance. Develops departments objectives, establishes staffing patterns and organizes the work of various departments. Responsible for aligning departmental strategy or direction with the overall goals of the organization. Provides a vision and direction for various department and throughout the organization, in coordination with the Board of Directors and Executive Leadership team. Establishes information technology strategy through collaboration to set organizational vision and strategy, and to determine how technology can best serve the business.
  3. Conducts assessments of the enterprise administrative support applications, interprets pertinent information, and identifies implication for planning and development. Provides periodic assessments and recommendations related to future direction of these systems. Responsible for identifying the needs for education, training, programs, and services in the areas of computer skills and competencies in the use of these applications.
  4. Develops, interprets and coordinates all organizational policies related to technology and data infrastructure, including but not limited to hardware, software, cybersecurity, storage systems, remote access systems, telephone systems, clinical applications, and overall application oversight.
  5. Manage vendor contract relationship related to hardware and software technologies. Negotiates all information technology acquisition contracts, soliciting involvement and collaboration of others. Negotiates service level agreements and monitors IT
  6. Selects and trains departmental personnel. Recommends merit increases, promotions, and disciplinary reviews. Managers and evaluations performance of departments leadership to ensure quality of services and technical expertise. Mentors, leads, and motivates staff to set and achieve objective.
  7. Serves as OrthoIndy security officer for all computer systems. Maintains set of security standards for all information systems that manage health information in accordance with HIPAA. Determines strategies and develops security plans to meet or exceed state and federal laws associated with protecting electronic personal health information. Reviews departmental performance and ensures compliance with accreditation, legal and other regulatory requirements. Ensures compliance with state, federal, and other laws. Maintains standards related to privacy, security, and medical record completion. Supports and maintains ongoing regulatory healthcare compliance metrics and objectives.
  8. Participates in utilization review, risk management, and other quality improvement projects. Facilitates involvement on project improvement initiatives for the Health Information Management Department.
  9. Plans and collaborates a yearly capital and operational budget for associated departments. Achieves organizational, departmental, and individual budgetary goals while anticipating long-range capital needs.

Requirements:

  • Bachelor's Degree in related field required, Master's Degree preferred
  • 10-15 years of related experience required
  • 8-10 years of previous healthcare sector leadership preferred
  • Position preferred certifications in at least 2 out of the following categories: Infrastructure certification ( MCSE, CCNA, VMWare, etc.), Security/Government/Healthcare certification (CISSP, CISM, ITIL, CPHIMS, etc.), or Project Management/Quality Improvement certifications (PMP, Lean, Agile, etc.)
