Position Summary
Under the direction of the Vice President of Rental Assistance, the Director of Resident Relations is responsible for planning, organizing, directing, and evaluating the delivery of services that improve residents' quality of life at IHA. Directly manages the Family Self-Sufficiency (FSS), Housing Choice Voucher (HCV) Homeownership program, and resident services according to HUD requirements. Accountable for achieving department results, staff supervision, and program compliance while developing community partnerships to support resident self-sufficiency.
Position Responsibilities
Oversee the FSS and HCV Homeownership programs in compliance with HUD regulations, including management of monthly escrow payments, participant progress, and all reporting requirements.
Develops agency policies and procedures for the FSS, HCV Homeownership, and resident services programs. Ensures staff maintain current knowledge of and compliance with all program requirements.
Directly supervises FSS Coordinators and Resident Relations staff; conducts interviews, hiring, and training; assigns and monitor’s work; conducts performance evaluations; and addresses workplace issues with HR.
Provides technical assistance to FSS Coordinators regarding policies and procedures, using independent judgment to support their work with program participants.
Develop and implement resident service programs through strategic initiatives that provide comprehensive human services, including job training, health care, education, legal assistance, and life skills.
Creates and maintains partnerships with service providers and community organizations to establish a network of resources while preventing duplication of services.
Manages control systems for HCV tenant and FSS files according to HUD standards, including participant tracking, outcome measurement, and required documentation.
Establish program budgets and manage funding. Write and administer grants, including HUD's FSS and Service Coordinator, and complete all required reporting.
Knowledge of HUD’s Section 3 to educate residents and eligible Section 3 candidates and support resident-owned businesses.
Support resident initiatives, including youth programs, drug elimination, and community improvement projects.
Provides regular updates to leadership on staff performance, client satisfaction, and program results.
Establishes formal partnerships through Memorandums of Understanding (MOUs) with community organizations and maintains an up-to-date directory of available services and programs for staff and resident reference.
Performs other duties as assigned.

Qualifications

Knowledge of pertinent HUD regulations, public housing management, and comprehensive knowledge of Agency policies and procedures. Strong organizational skills with demonstrated leadership abilities. Ability to develop, implement, and coordinate programs and activities designed to serve families that will assist them in becoming self-sufficient and upwardly mobile—comprehensive knowledge of social services and resources available through community agencies. Strong interpersonal communication abilities will establish positive working relationships with agencies and organizations in the city and county and programs available for agency residents. Ability to research and develop successful grant proposals for federal, public, and private funding sources. Ability to monitor and manage programs and budgets of several programs funded through public and private agencies. Proficient in using databases, Microsoft Office applications, and standard computer software required for program management and reporting. Bondable.
EDUCATION and/or EXPERIENCE: Master's degree in Social Work, Urban Studies, Public Administration or related field or any combination of education and/or experience. Four years of direct experience supervising and delivering programs designed to provide educational, recreational, social development, or upward mobility training for clients of all ages, emphasizing delivering service to low-income clients and developing funding proposals.

CERTIFICATES, LICENSES, REGISTRATIONS: Valid Indiana Driver's license. Must obtain FSS and Housing Specialist certification within three (3) years of accepting a position or show proof of valid certification.
