The duties that the incumbent of the vacancy will be expected to perform. Duties Description The holder of this position will serve as the Auditor in the ILS Grants Unit, reporting to Assistant Counsel. This position is responsible for performing systematic examinations and appraisals of the accounting and program records of the 57 counties and New York City that have ILS contracts to ensure that the accounts and program records are maintained in compliance with governing laws, rules, regulations, and standards. The Auditor develops a comprehensive audit function for ILS that includes spot-checking pending claims for payment, desk audits of claims that have been processed, and comprehensive site-visit audits as part of a robust risk assessment model for claims review and contract management.Essential functions of this position will include, among other things: • Under the direction of the Assistant Counsel, schedule, plan, and conduct site audits of counties and New York City regarding ILS contracts; ensure that audits are conducted in accordance with all applicable professional standards and ILS requirements, including preparation of written reports after each audit summarizing the information learned during the audit and making necessary recommendations. • Coordinate with Assistant Counsel and the current ILS Auditor to develop a plan for periodically spot-checking pending claims and conducting desk audits of processed claims to identify issues with claims submission and payments, any corrective action that must be taken, and any additional fiscal training needs for ILS grantees and public defense service providers.• At the request of the ILS Director, Counsel, or Assistant Counsel, conduct desk audits of specific contracts or claims to identify any issues or irregularities and recommend any necessary corrective action. • Assist in developing and updating written training/educational materials for grantees and public defense service providers on effective contract management and timely claims submission protocols as a fiscal imperative; where appropriate, conduct on-site training of grantees and public defense service providers.
The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor’s degree and three years of experience in accounting, finance, business administration or related field. Associate’s degree and two years of specialized experience may substitute for bachelor’s degree. Master’s degree may substitute for one year of specialized experience.
